Description
The National Institute of Standards & Technology (NIST) plans to issue an order on a sole source basis to Michael Moore, Clarksburg, MD under the authority of FAR 13.106-1(b). The purpose and objective of this requirement is to assist NIST's Standards Services Division (SSD) in its efforts to comply with the National Technology Transfer and Advancement Act (NTTAA) and OMB Circular A-119 as follows: (1) Lead NIST's efforts to develop databases of standards incorporated by reference into Federal regulations. (2) Refine the inventory of standards incorporated by reference (IBR) into federal regulations. (3) Establish plans for maintenance and update for IBR database. (4) Provide administrative support to the leadership of the Interagency Committee on Standards Policy (ICSP). (5) Assist in arranging and efficiently supporting the running of quarterly ICSP meetings. (6) Assist in reviewing relevance and usefulness of ICSP working groups. (7) Provide input on purpose and future direction of working groups. (8) Provide support to specific ICSP working groups as required. (9) Carry out timely effort to accurately compile the 6th Annual NTTAA Report and submit the report to OMB. (10) Collect and summarize agency inputs to annual report. (11) Begin process of circulating drafts for NIST, WERB and ICSP reviews. (12) Increase awareness of the requirements and potential benefits of the NTTAA and OMB Circular A-119 among Federal agencies (13) Survey ICSP and others regarding agency training and information needs. (14) Outline agency personnel needs based on survey responses such as level of standards utilization, agency mission (i.e., reg. or proc.), level of familiarity with NTTAA and Circular A-119. Mr. Moore has been involved with supporting the Interagency Committee on Standards Policy (ICSP) and is very familiar with the committee, its purpose and its priorities. He was also one of several named contributors to the 5th Annual Report to OMB on Government Use of Voluntary Consensus Standards. Mr. Moore was responsible for initiating the development of standards incorporated by reference and personally compiled and reviewed a significant portion of the Code of Federal Regulations to glean information for the inventory. Michael Moore is uniquely qualified to fulfill the requirements because he has over 30 years experience using standards in a federal regulatory environment. This experience is key to providing training and guidance to other agencies in the effective use of voluntary consensus standards and reporting their use of voluntary consensus standards as required by the NTTAA and the OMB Circular. The period of performance will be November 4, 2002 to March 03, 2003. The anticipated award date of the order is on or about 10 days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested persons may identify their intent and capability to respond to the requirement no later than the response date above. A determination by the Government not to compete this proposed contract based upon responses to the notice is solely within the discretion of the Government.
