Description

The Government intends to solicit and negotiate on a sole source basis with User Systems, Inc., of Crofton, Maryland to provide the following: Professional consulting services for the use and application of Synthetic Aperture Radar (SAR) technologies to include both airborne and spaceborne platforms (DCS, Star3i, GEOSAR, LYNXSAR, RADARSAT, etc.) for application to the missions of the National Geodetic Survey (NGS), specifically tide coordinated shoreline mapping, estimate 150 hours; Training of NGS personnel in the theory, use and application of SAR technologies, 3 days; Train NGS personnel i nthe processing of the SAR, 5 days. Also, it is required that User Systems, Inc. have personnel with security clearances at the TS/SCI level. Performance will be from date of award thru September 30, 2003, with 4 one year options. Delivery to be F.O. B. Destination to the U.S. Department of Commerce, NOAA NOS, National Geodetic Survey, SSMC 3, Station 8142, 1315 East West Highway, Silver Spring, MD. Authority: 41 USC 253(c)(3). The FSC for this is R499 and the NAICS Code is 541690, small business size standard is $6.0 million. User Systems, Inc. is the only know source capable of providing the required units. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Evidence must be provided of ability to provide the required system. Copies of the solicitation will only be posted on FEDBIZOPPS. Telephone requests will not be honored.
