Description
The National Institute of Standards and Technology (NIST) intends to negotiate with the Univ. of Alabama, Huntsville, under the authority of FAR 13.106-1(b) Only One Source Reasonably Available, for additional expenses related to the facilitation and sponsoring of the Workshop on Satellite Instrument Calibration for Measuring Global Climate Change scheduled 11/12-14/02 at the Inn and Conference Center, Univ. of Maryland, University College, Adelphi, MD. Specifically, the original scope of work, which has already been awarded by Purchase Order using SAP, is now amended to incorporate a reception for the 75+ participants and additional professional assistance from a professor who collaborated with NIST to prepare publication NIST-GCR-98-748, High Accuracy Space-Based Remote Sensing Calibration Requirements. The Workshop being a follow-on to the effort that set the requirement in 1997. The additional assistance will include analysis and actual participation in the Workshop that will prepare a roadmap for the improvement of accuracy in remote sensing data products through effective schema using NIST radiometric standards in space. A modification will be issued to the existing Purchase Order to cover these expenses on or about 10/28/02. Interested persons may identify their interest and capability to respond to the requirement, in writing. This notice of intent is not a request for competition. However, the Government will consider all responses received by the closing date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A Request for Quotation (RFQ) is not available.
