- Description
- The contractor will provide engineering, analytical, and other technical services to support the Department of Energy's Headquarters Office of the Strategic Petroleum Reserve in orderly development, use, and operation of the SPR; program planning and evaluation; and problem resolution. The work encompasses several functional areas including petroleum refining and logistics; crude oil markets; real estate; environment, safety and health; program planning and modeling. DOE anticipates awarding a cost-plus-award-fee, performance-based, level-of-effort contract for a two-year base period with three one-year option periods. All work performed under the contract shall be directed by the DOE Contracting Officer through the issuance of Task Assignments which will specify required services, deliverables, and delivery schedules. Previous contract services to the SPR Headquarters Office have been provided by ICF Resources, Inc. The solicitation will be available for downloading from the DOE E-Center located at http://e-center.doe.gov. In the E-Center you may register to receive notification of amendments or responses to questions. Registering will also enable you to submit a proposal. If you need technical assistance in registering or with any other E-Center function call the IIPS Help Desk at (800) 683-0751 or email the Help Desk personnel at IIPS_HelpDesk@e-center.doe.gov. Questions relating to the solicitation content must be submitted via the Questions Function at the E-Center web site. All responses to questions will be released on the solicitation E-Center page. The solicitation will only be made available from the E-Center - no paper copies of the solicitation and related documents will be made available. See numbered note 1.
