Description
This is an indefinite quantity contract for work that may include any of the items detailed in the Unit Price Schedule and Specifications. The contract covers all the counties in the Houston District, which includes the following counties: Austin, Brazoria, Brazos, Burleson, Calhoun, Chambers, Colorado, DeWitt, Fort Bend, Galveston, Grimes, Hardin, Harris, Jasper, Jefferson, LaVaca, Lee Liberty, Madison, Matagorda, Montgomery, Orange, Polk, Robertson, San Jacinto, Walker, Waller, Washington, and Wharton. This area may be expanded to include surrounding counties at a later date without further solicitation. Work may be performed at any Postal Service owned or leased facility within those counties. The initial contract value is $500,000 where the total quantity of work ordered during the term of this contract will not be less than $10,000 nor more than five million dollars ($5,000,000). The Postal Service reserves the option to increase the potential value of the contract in increments of $500,000 not to exceed $5,000,000. Additional consent of surety will be required for each incremental increase. Individual work orders will not be issued for less than $500 nor more than $250,000. Offerors are required to submit a single ?Multiplier? to be applied to the Unit Price Schedule to determine the value of each work order issued. The multiplier must contain the offeror?s overhead, profit, bonds, insurance and all other contingencies. No allowance for such items will be made after contract award. The duration of the contract shall be twenty-four (24) months, with three one-year options commencing the date of the contract or until the maximum contract value of $5,000,000 is reached, whichever occurs first. Evaluation factors in addition to price will be considered and are as follows: 1. Past Performance and 2. Supplier Capability, which will be weighted equally in the evaluation. The U.S. Postal Service reserves the right to make multiple awards on this solicitation. This is a Request for Proposals, therefore, no public opening will be conducted. All proposal information received is confidential until award of a contract. The name of the successful offeror and the amount of the contract will be released as public information. The number of offerors, their names, and the amount of their offers will not be released as public information. This information is exempt from disclosure under the Freedom of Information Act (FOIA), Exemption 4. Offers to be received by November 25, 2002 at 3:30 pm in the Facilities Service Office, U.S. Postal Service, 7800 N. Stemmons Frwy., Dallas, TX 75247-4217, Attn: Mary-Ellen Bothwell. Proposal documents, plans and specifications will be available on October 24, 2002 at a cost of $75.00 per set (NON-REFUNDABLE), payable by checks or money orders only. Requests for packages shall be forwarded to Dallas Facilities Service Office, United States Postal Service, P.O. Box 667180, Dallas, TX 75266-7180, Attn: Kathy Alonzo. Checks or money orders must be made payable to DISBURSING OFFICER, US POSTAL SERVICE. Offerors are encouraged to submit their requests for plans and proposals by one of the methods offered by the U.S. Postal Service (First Class, Priority Mail, or Express Mail). Please indicate the solicitation number on all requests.
