Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Requisition Number is NRMA0006-3-00012 and this solicitation is being issued as a Request for Proposal (RFP). The provisions and clauses in effect are hereby incorporated through Federal Acquisition circular 2001-09. This solicitation is advertised as full and open competition. The NAICS code for this procurement is 611710 The purpose of this procurement is to accomplish the objectives for the developing lesson plans for use in grades 5-12, and by conducting a series of Professional Development Institutes to educate teachers for maximum return on investment from use of those lesson plans. The NOAA Office of Ocean Exploration requires a contractor with expertise in program assessment, ocean exploration, and marine science to support the multi-disciplinary ocean exploration projects to increase America's knowledge of the U.S. Exclusive Economic Zone and other areas of the roughly 95 percent of our planet's underwater world not previously explored and largely unknown. The program objectives are mapping the physical, geological, biological, chemical, and archaeological aspects of the oceans; exploring ocean dynamics and interactions; developing new sensors and systems for ocean exploration; and reaching out in new ways to stakeholders to improve the knowledge of ocean science and ocean related issues to learners of all ages. The objective of this procurement include the following: to conduct and inventory and assessment, both quantitative and qualitative, of current lesson plans and professional development activities; to collect and assess data that will provide the basis for evaluation; and to collect and assess data that will provide the basis for increasing the visibility of the ocean exploration, science and education activities to educators, students, and the general public through web-based and printed media. Planning and study design consist of the development of a framework for the inventory, assessment, and final report; plans for conducting phone and/or web-based interviews (and site visits as needed), the analysis of data; and preparation of a final report that includes an executive summary, detailed findings, a recommendation for a long-term evaluation plan for future use, and conclusions with a summary of data points and the assessment in a user-friendly, electronic format. Data collection will develop and utilize standardized instruments for the collection of data in support of study objectives for detailed inventory of lesson plans and professional development activities. The contractor will analyze data collected based on study objectives. The contractor will provide a final report that includes an executive summary, a description of methodology, in a draft work plan, draft report, and final report. The performance period is six months from date of award. The Government estimate for this acquisition is $30,000. Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Evaluation Factors are based on Technical, Past Performance, and Price. All factors are determined to be equal in weight. Request the offerors send the attached Past performance for at least two references and submit it with their proposal.
