- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. This request for quotation (RFQ), number 03X201101, is for the purchase and delivery of a one (1) year subscription to fifteen (15) Electronic Reference Library (ERL) CD-ROM subscriptions. The Government knows of only one source, OVID Technologies, 100 River Ridge Drive, Norwood, MA 02062 capable of satisfying the requirement described herein and intends to negotiate an award on a sole-source basis utilizing simplified acquisition procedures. Solicitation documents, provisions and clauses herein are those in effect through Federal Acquisition Circular 01-09. The contractor shall provide the ERL databases for access by three (3) library sites, Parklawn Health Library, Rockville, MD; the NCHS Staff Research Library, Hyattsville, MD; and the AHRQ Information Research Center, Rockville, MD. The Contractor shall provide the following subscriptions: 1) AGELINE (Product Code (PC: AGEL- TU-78), 4 Users; 2) ALLIED & COMPLEMENTARY MEDICINE (PC: AMED-MO-85), 4 Users; 3) Bibliography of Native North Americans (PC: BNNA-SU-12), 1 User; 4) Books in Print with Reviews (PC: BOIR-MO-79), 4 Users; 5) ECONLIT (PC: ECON-MO-CU), 4 Users; 6) ERIC (PC: ERIC-QU-82), 4 Users; 7) MEDLINE ADVANCED (PC: MEDS-IN-66), 12 users (used via internet); 8) CINAHL (PC: NURS-MO-12), 8 users; 9) PSYCINFO (PC: PSYI-WK-87), 200 FTE; 10) SOCIOLOGICAL ABSTRACTS (PC: SOCI-QU-12), 4 users; 11) ULRICH'S International Guide (PC: UIGP-QU-79) 4 Users; 12) Wilson Business Abstracts (PC: WBAB-MO-82) 4 Users; 13) Wilson Reader?s Guide Abstracts (PC: WIRG-MO-83), 4 Users; 14) SILVERLINKER (PC: SLDB-WK-CU), 4 users; 15) Wilson Social Science Abstracts (PC: WSAF-MO-CU), 4 Users. The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items (OCT 2000), and the clause at FAR 52.212-4, Contract Terms and Conditions-- Commercial Items (FEB 2002), applies to this acquisition. Offerors shall submit a fully executed copy of the provision at FAR 52.212-3, Offerors Representations and Certifications-- Commercial Items (JUL 2002) with their offer. The clause at FAR 52.212-5, Contract Terms and Conditions Require to Implement Statutes or Executive Orders--Commercial Items (MAY 2002), applies to this acquisition as well as the following clauses cited therein: FAR 52.222-26, Equal Opportunity (APR 2002); FAR 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans (DEC 2001); FAR 52-222-36, Affirmative Action for Workers with Disabilities (29 U.S.C. 793); FAR 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans (DEC 2001); FAR 52.225-1, Buy American Act -Supplies (MAY 2002) and FAR 52.232-34, Payment by Electronic Funds Transfer--Other than Central Contractors Registration (MAY 1999). This notice is not a request for competitive proposals. Firms having the ability to provide the software, as stated above, shall provide clear and comprehensive information supporting its claim, inclusive of references listing contact person(s) and phone number(s); technical literature; GSA schedule, if applicable; and pricing. A determination by the Government not to compete with this proposed contact based upon responses to this notice is solely with in the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
