Since World War II, the greatest transportation infrastructure in the world was built. Although community and environmental values were part of the mission, they were often lost in the implementation. Given the policy support from ISTEA and TEA-21, NEPA and related State initiatives, local officials, neighborhood residents, multi-modal interests and non-profit organizations have increasingly called for: more sensitive design of transportation projects, particularly highways; incorporation of alternative modes within highway and transit rights-of-way; more awareness of the land use and community impacts of transportation projects; and more awareness of the community development opportunities presented by transportation projects. Context Sensitive Design incorporates a broad vision for transportation projects ? one that seeks to address core environmental, historic, cultural, aesthetic, scenic and socioeconomic concerns through a collaborative, open and interdisciplinary planning process. This approach entails asking questions first about the need and purpose of a project, and then equally addressing -- with the affected community -- safety, mobility, and local values. Transportation planners and engineers need a better appreciation of these concerns as they plan, design and implement projects. At the same time, local officials, community groups, advocacy organizations and land use planners need a better understanding of the transportation project design and implementation process, liability issues and budgeting. Hopefully, a dialogue can be initiated, starting with the course curriculum, that can achieve mutual understanding of goals, constraints and shared opportunities, as well as changes in business as usual practices. The course will be offered to Highway engineers and designers, transportation planners, engineers and outreach specialists in DOT, county, and local work force and private companies; environmental specialists, historical preservationists, land use planners (at the regional MPO, county and local levels), urban designers and landscape architects, local government officials, modal advocates, representatives of neighborhood/civic/business groups, transit agencies. To obtain a copy of the complete RFP, send a written request on organization letterhead to the University Procurement and Contracting address above. Fax or e-mail requests will be accepted. Telephone requests are unacceptable. RFPs will not be faxed. Requests will be honored if received by December 10, 2002. RFPs will be mailed out shortly thereafter.
