- This requirement is being issued by GovWorks under the franchise authority of the Department of the Interior (DOI) on behalf of the African Development Foundation (ADF). GovWorks/DOI intends to issue a Commercial Item Contract. This is a combined synopsis/solicitation for commercial items prepared under FAR Part 13.5 - Test Program for Certain Commercial Items, and prepared in accordance with the Subpart 12.6, as supplement with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. The following provisions and clauses apply to the acquisition: 1) 52.212-1, Instruction to Offers-Commercial (Oct 2000); 2) 52.212-2, Evaluation-Commercial Items (Jan 1999); 3) 52.212-3. Offeror representations and Certifications-Commercial Items (April 2001); 4) 52.212-4, Contract Terms and conditions-Commercial Items (Feb 2002); 5) 52.212-3, Offeror representation and Certification-Commercial Items (April 2001); 4) 52.212-4 Contract Terms and conditions-Commercial items (Feb 2002); and 5) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Dec 2001). The African Development Foundations intends to negotiate a firm fixed price acquisition of a vehicle for its partner organization in Niamey, Niger. This vehicle is to be a new Toyota Landcruiser, model HDJ 100L - GNMEX -00 (VX) or model HDJ100L-GNMEZ 20, left-hand drive, seats 9 passengers, SW 4 x 4 turbo diesel, 6 cylinders, double air conditioning, 2 spare wheels, double tank, power steering, power windows, power door locks, airbag driver and passenger side. This vehicle is to be delivered via Contonou, Benin to Niamey, Niger. Other features include, air conditioning, radio cassettes, five cloth seats, heavy-duty roof rack, side step and winch 12V. A two year spare parts package including: 1 engine gasket kit, 9 pre-fuel filters; 2 front brake pad kits, 2 rear brake shoes, 1 head gasket, 1 thermostat gasket, 12 air filters, 6 glow plugs, 9 fuel filters, 6 nozzles, 4 shock absorber front, 4 shock absorber rear, 6 wiper blades front RH, 6 wiper blades LH, 3 wiper blades RH Rear, 3 wiper blades LH rear, 2 air pump/man (dobl cyl); 18 oil drain plug gaskets, 18 oil filters, 2 fan belts, 1 thermostat, 2 air condition belts; 2 fuse kit H40 bulb, 4 Tubes 235/R16 (215/225R16), 4 tyres, Bridgestone 235/85R16D. Contract Award - Award shall be made to the responsible offeror whose offer, in conforming to this RFP, provides an overall best value to the Government. The Government's objective is to receive the vehicle as soon as possible, at a realistic and reasonable cost. How to Respond: Offerors shall submit their proposal in English via fax or e-mail to Sharon Teger. Proposals must be in US dollars. The proposal must include all shipping and preparation costs. They must include the date the vehicle will be ready to delivery. Only proposals containing all specifications will be considered by the Government. Proposals are to be received not later than 5:00 PM EST, Friday, November 08, 2002. Time of receipt of submissions will be determined by the time received in the Procurement Operations Branch, Herndon, VA.
