- This requirement is being issued by GovWorks under the franchise authority of the Department of the Interior (DOI) on behalf of the African Development Foundation (ADF). GovWorks/DOI intends to issue a Commercial Item Contract. This is a combined synopsis/solicitation for commercial items prepared under FAR Part 13.5 - Test Program for Certain Commercial Items, and prepared in accordance with the Subpart 12.6, as supplement with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. The following provisions and clauses apply to the acquisition: 1) 52.212-1, Instruction to Offers-Commercial (Oct 2000); 2) 52.212-2, Evaluation-Commercial Items (Jan 1999); 3) 52.212-3. Offeror representations and Certifications-Commercial Items (April 2001); 4) 52.212-4, Contract Terms and conditions-Commercial Items (Feb 2002); 5) 52.212-3, Offeror representation and Certification-Commercial Items (April 2001); 4) 52.212-4 Contract Terms and conditions-Commercial items (Feb 2002); and 5) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Dec 2001). The African Development Foundations intends to negotiate a firm fixed price acquisition of a vehicle for its partner organization in Accra, Ghana. This vehicle is to be a new Toyota Landcruiser, model HDJ 105L-GCMRS, Steering - left-hand drive: Engine - 6 cyl. 4,164 cc - power; 130 BHP (96 Kw) at 4000 Rpm - cooling system; Liquid: Fuel - diesel - fuel tank: 95 1; aux tank: 50 1: Electrics - 12V battery 60 Ah; Alternator 70 A - ignition; Electronic: Transmission - manual transmission - 5 speed: Suspension - heavy duty; front coil; rear coil: Brakes - front disc; rear drum: Tires - FF/RR:235-85R16; Rim: 16"; Rim type; Steel disc: Doors - 5: Seats 10; Separate front seats; rear seats - bench: Upholstery cloth: Ground clearance 230 mm: Wheelbase 2,850 mm. Exterior features - air cleaner, cyclone - bumper, FR/RF black - fan, heavy duty head lamps, halogen; heater/demister - rust proofing; spare wheel, full size w/carrier RR door - windshield and side glass, laminated and tinted - engine oil cooler - mud flaps, FR/RR - hubs, front, free-wheeling, manual. Interior Assist grips - clock, digital - glove box - seat belts, FR: 2xELR - seat belts, RR: 2x Lap - speedometer, kmh - steering, tilt, lock - tachometer - cigarette lighter - child protection, doors; Gross weight: 3,110 kgs - curb weigh: 2,370 kgs - payload: 740 kgs; length: 5,185 mm - width: 1,940 mm - height: 1,925 mm. Other features: air-conditioning, extra fuel tank - high altitude compensator - power assisted steering; radio/cassette; speaker set 100 Watt; roof rack, sidestep HZJ105. A two year spare parts package including: 1 engine gasket kit, 9 pre-fuel filters; 2 front brake pad kits, 2 rear brake shoes, 1 head gasket, 1 thermostat gasket, 12 air filters, 6 glow plugs, 9 fuel filters, 6 nozzles, 4 shock absorber front, 4 shock absorber rear, 6 wiper blades front RH, 6 wiper blades LH, 3 wiper blades RH Rear, 3 wiper blades LH rear, 2 air pump/man (dobl cyl); 18 oil drain plug gaskets, 18 oil filters, 2 fan belts, 1 thermostat, 2 air condition belts; 2 fuse kit H40 bulb, 4 Tubes 235/R16 (215/225R16), 4 tyres, Bridgestone 235/85R16D. Contract Award - Award shall be made to the responsible offeror whose offer, in conforming to this RFP, provides an overall best value to the Government. The Government's objective is to receive the vehicle as soon as possible, at a realistic and reasonable cost. How to Respond: Offerors shall submit their proposal in English via fax or e-mail to Sharon Teger. Proposals must be in US dollars. The proposal must include all shipping and preparation costs. They must include the date the vehicle will be ready to delivery. The vehicle shall be delivered via Temp port to the African Development Foundation c/o the American Embassy-Accra, Ghana. Only proposals containing all specifications will be considered by the Government. Proposals are to be received not later than 5:00 PM EST, Friday November 8, 2002. Time of receipt of submissions will be determined by the time received in the Procurement Operations Branch, Herndon, VA.
