- THIS IS NOT A REQUEST FOR PROPOSALS AND DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT NOW OR IN THE FUTURE. NO SOLICITATION IS AVAILABLE AT THIS TIME. BASED ON RESPONSES RECEIVED FROM THIS SOURCES SOUGHT, THIS ACQUISITION MAY BE SOLICITED AS A 100% SMALL BUSINESS SET-ASIDE, NAICS CODE 541710, WITH A SIZE STANDARD OF 500 EMPLOYEES. The Division of Microbiology and Infectious Diseases (DMID) and The Division of Allergy, Immunology and Transplantation (DAIT), National Institute of Allergy and Infectious Diseases (NIAID), NIH, DHHS, is seeking contractors interested in providing support to the NIAID to assist with the establishment and management of a central website containing data and other relative information concerning the Proteomics Research Program to improve defense against bioterrorism and emerging/re-emerging infectious diseases. The NIAID seeks to establish an Administrative Center to provide this support. The Proteomics Research Program shall focus on early stage basic research for target discovery and identification and early validation studies that will consist of five (5) to ten (10) sites. Each site will be composed of a highly interactive, multi-disciplinary research team that applies proteomics technologies to characterize pathogen and/or host cell proteomes. Each Proteomics Research Program site is required to develop bioinformatics infrastructure and tools for the management and analysis of the large amounts of proteomics data they will generate. These sites shall transfer data and lists of reagents, products and protocols that will be available to the broader research community to this Administrative Center. In their capability statement, the contractor must demonstrate the following minimum capabilities: (1) Ability to design, develop and maintain a publicly accessible website containing scientific data, as well as a catalog of reagents, and products developed by the sites and available for public distribution; (2) Monitor and facilitate the deposition of reagents and protein targets generated by the Proteomics Research sites. It is anticipated that the Proteomics sites will deposit their reagents/products to a centralized repository such as the Biodefense and Emerging Infectious Diseases Research Resource, a new program that will be supported by a separate NIAID contract, for distribution to the broader research community; (3) In conjunction with the Project Officer, establish a Scientific Advisory Committee (SAC) composed of leading scientists knowledgeable in a broad range of proteomics and bioinformatic research areas. The committee members shall also include individuals with expertise in microbiology, immunology (both innate and adaptive immunity), and infectious diseases. The committee shall provide advice to the NIAID on the operations and future directions of the Proteomics Centers program based on the state of proteomic technological and research advances, including those contributed by the Proteomics Centers; and (4) Organize programmatic meetings and other related activities involving all of the Proteomics Research Program sites. It is anticipated the period of performance for this contract will be seven (7) years with an estimated level of effort of at least 8,112 hours per year. Information submitted should be pertinent and specific in the technical area under consideration, on each of the following qualifications: (1) Administrative, Scientific, and Technical Merit: Procedures and methods of developing and maintaining a central website and multi-site programs; (2) Personnel and Experience: Documented training, expertise and experience in developing, coordinating and administering functions for a multi-site program containing complex and diverse information; and (3) Facilities and Resources: Availability and adequacy of the facilities and resources necessary to function as the Proteomics Administrative Center, including institutional commitment to the Center. Any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted.
