Description
NOTICE: This announcement is issued to conduct market research and to obtain information only. There is no obligation on the part of the Government to issue a formal solicitation as a result of this notice and participation in this effort is strictly voluntary with no cost or obligation to be incurred by the United States Government. Firms are advised that the Federal Occupational Health Service (FOH) is currently providing these services in the Western area of the United States under the United States Small Business Administration's 8(a) Program (SBA). FOH anticipates the possibility of expanding services across the US. For the purposes of identifying qualified 8(a) firms under this market research announcement, FOH has designated three geographical areas for performance of services. Area One will consist of the States of: Maine, Vermont, New Hampshire, Massachusetts, Connecticut, Rhode Island, New York, Pennsylvania, West Virginia, Virginia, New Jersey, Delaware, Maryland and the District of Columbia. Area Two will consist of the States of: Michigan, Indiana, Ohio, Kentucky, North Carolina, South Carolina, Tennessee, Georgia, Alabama, Florida, Mississippi, Louisiana, Texas, Oklahoma, Kansas, Arkansas, Missouri, Illinois, Wisconsin, Iowa, Minnesota, and Nebraska. Area Three will consist of the States of: Alaska, Washington, Oregon, Idaho, Montana, Wyoming, North Dakota, South Dakota, Colorado, New Mexico, Arizona, Utah, Nevada, California, and Hawaii. Firms are advised that FOH reserves the right to change the states that comprise the aforementioned geographic areas based upon information obtained as a result of this market research announcement. The purpose of this notice is to identify firms who are certified under SBA's 8(a) Program who are capable of providing environmental consultation services for a broad spectrum of environmental health and safety services. These Contractor-acquired services will be provided in support of the Federal Occupational Health Service (FOH), who is the primary provider of occupational safety and environmental health services to Federal agencies throughout the United States. FOH, a component of the Program Support Center of the U.S. Public Health Service, works in partnerships with Federal organizations throughout the U.S. and U.S. territories to design and deliver comprehensive solutions to meet their occupational safety and environmental health service needs. 8(a) firms are required to have professional and technical expertise from several environmental health and safety disciplines. Services may involve a multidisciplinary team of FOH in-house providers and performers from multiple contract entities. Work must be accomplished in accordance with FOH policies and protocols, and as a FOH product, be of high quality and consistency throughout the United States. Interested 8(a) firms should address the breadth and depth of in-house professional and technical capabilities in the following areas: industrial hygiene, safety, environmental health and environmental engineering as well as expertise in such areas as ergonomics, health physics, environmental geology etc. Capability statements should include reference to existing partnering and subcontracting relationships, which strengthen the breadth and depth of professional and technical expertise. Resumes of key staff should be included along with the submission. The capability statement should also include identification of principal geographic areas of practice along with specific environmental health and safety disciplines provided for that particular geographical area (refer to the information provided above on Areas One through Three as illustrative of possible geographic distribution). Qualified 8(a) firms should submit an original and two copies of their capability statements to Naomi A. Haney-Ceresa at Federal Occupational Health Service, 4350 East-West Highway, 3rd Floor, Bethesda, MD 20814 with 15 days of the date of this publication. The capability statements should include a cover letter identifying the point of contact, telephone number, fax number and e-mail address.
