- Description
- NA The Volpe National Transportation Systems Center (Volpe Center), in support of the Federal Railroad Administration (FRA), has a requirement to characterize fatigue crack growth behavior during and following over-loads and under-loads applied to TC128B steel. A three-part test matrix, defined by the Government, shall be employed to accomplish this. This alloy is used in the construction of tank cars (see Association of American Railroads Manual of Standards and Recommended Practices, Appendix M). Results from these tests will be used to calibrate and validate models for predicting fatigue crack growth under load spectra encountered by railroad tank cars. The first part of the test matrix will characterize monotonic properties of TC128B steel. The second part of the test matrix will char acterize some baseline constant amplitude fatigue crack growth properties of TC128B steel. The third part of the test matrix will characterize the behavior of TC128B steel during and following over- and -under-loads. Where applicable, testing shall be performed according to American Society for Testing and material (ASTM) Standard E647. A Fixed Price contract is anticipated for a twelve month period. The Contracting Officer is utilizing policies and procedures prescribed in Federal Acquisition Regulation (FAR) Part 15. This procurement is a 100 percent small business set aside. The applicable NAICS Code is 541990. The size standard is $4M. All responsible sources may submit a proposal. It is anticipated that the solicitation will be issued on or about the week of December 9, 2002 with a proposal due date on or about January 9, 2003. The solicitation and any documents related to this procurement will be available on the Internet; these documents will be available in text format and reside on a WWW server, which may be accessed using Web browsers.
