Description
FEDERAL SUBSISTENCE FISHERIES RESOURCE MONITORING PROGRAM 2004 REQUEST FOR PROPOSALS INTRODUCTION The Office of Subsistence Management invites the submission of new and continuing proposals for fisheries investigations to be initiated in 2004. As in past years, we will consider studies that gather, analyze, and report information needed for effective subsistence fisheries management on federal conservation units in Alaska. Proposals of up to 3 years duration will be considered for 2004 projects, with the exception of projects for the Kuskokwim region. In the Kuskokwim region, new and continuing projects will only be considered for one year of funding, until a strategic research and monitoring plan is completed next year. Proposals should address the following evaluation criteria: Strategic Priorities, Technical and Scientific Merit, Past Performance and Administrative Expertise of the Investigators, and Partnership and Capacity Building. Matching funds for continuation of existing projects is strongly encouraged. FUNDING A funding level of approximately $5,000,000 is anticipated for new and continuing projects in 2004. Multiple Awards will result from this process. Some awards will be funded through Acquisition Instruments (Purchase Orders and Contracts and Economy Act Agreements); other awards will be funded through Federal Assistance Instruments (Cooperative Agreements or Grant Agreements), as determined in accordance with appropriate legal use in accordance with the Federal Grants and Cooperative Agreements Act 1977. ELIGIBILITY All competent capable applicants regardless of organizational affiliation are eligible encouraged to submit proposals. DEVELOPMENT OF PROPOSALS In addition to the guidance on proposal development presented above three other documents are available to assist your preparation of a proposal for the Fisheries Resource Monitoring Program. The three documents, Issues and Information Needs, Guidelines for Preparing Proposals, and the Proposal Format Template can be obtained form the Office of Subsistence Management. SCHEDULE February 1, 2003 Proposals due to Office of Subsistence Management; March 15, 2003 Investigation Plans requested for proposals selected by Technical Review Committee. May 30, 2003 Investigation Plans due to Office of Subsistence Management; June 1- August 1, 2003 Investigation Plans evaluated by Technical Review Committee; recommended selections put into Draft Fisheries Resource Monitoring Plan; Sept. - October 2003 Regional Advisory Councils and public review Draft Fisheries Resource Monitoring Plan; December 2003 Final selection and funding approval by Federal Subsistence Board; successful investigators notified. DEADLINE FOR SUBMISSION Submissions must be received by February 1, 2003.
