- The Department of Justice intends to issue a SOLE SOURCE award to Margaret Keene to develop, revise, enhance, and update an international banking module for the Asset forfeiture and Money Laundering Financial Investigation I and II Curricula. The period of performance is for a base year beginning 10/01/2002 through 09/30/2003 and for four additional option periods of twelve months each. Ms. Keene is the founder and president of her own financial training and consulting firm, which was established in 1982. She provides training and consulting services to the banking industry and the federal government. She has developed several courses in financial fraud, money laundering, and asset forfeiture for the Department of Justice. She also developed several seminars on promoting interagency collaboration against targets in overseas locations for the Department of State. Ms. Keene has developed modules on financial issues including money laundering, international banking activities, and financial frauds and presented them for the Department of Justice, the Federal Bureau of Investigation, the Drug Enforcement Administration, the Internal Revenue Service, the U.S. Customs Service, various U.S. Attorney's Offices and other federal, state, and local agencies. This announcement constitutes the only announcement: quotations are not being requested and a written solicitation will not be issued. Any responses received as a result of this notice of intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to open this requirement to competition, based upon the written responses to this notice, is solely within the discretion of the government. A purchase order shall be awarded using Simplified Acquisition Procedures approximately October 1, 2002. See Note 26.
