- NA This is a total set-aside for HBCU/MIs. The Department of Defense (DoD) announces the Fiscal Year 2003 competition for the Infrastructure Support Program for HBCU/MIs. The National Defense Authorization Act of 1996 authorized programs to assist HBCU/MIs in building their capacity to participate in defense research activities. Earlier legislation authorized specific types of assistance the DoD may provide to (a) enhance programs and capabilities at these institutions in scientific and engineering discipli nes critical to the national security functions of the Department and (b) increase the number of graduates, including underrepresented minorities, in the fields of science, engineering, and mathematics. This year?s program includes (1) Centers for Science , Mathematics, and Engineering Education, (2) Centers for Science, Mathematics, and Engineering Research and (3) an instrumentation/equipment component. Thus, awards under the broad agency announcement (BAA) will be limited to HBCU/MIs having accredited, degree-granting programs in science, mathematics, and/or engineering. The BAA contains additional eligibility information, along with instructions for proposal preparation and submission. The BAA will only be available via the Internet. The BAA will be available for downloading and viewing at http://www.aro.army.mil (Click on ?Funding Opportunities?) on or about 12 November 2002.
