Description
NA The Volpe National Transportation Systems Center intends to procure on a non-competitive basis, through Simplified Acquisition procedures with Boyd, Caton and Grant Transportation Group, Inc., Charlottesville, VA to prepare a final report on ?Phase 1, Security Enhancement Study for the U.S. Motorcoach Industry?. The contractor will be required to hold meetings with industry for the process of feedback and revision from the Federal Motor Carrier Safety Administration (FMCSA) and bus industry stakeholders and identify security initiatives from agencies like the Federal Transit Administration (FTA) for relevancy and adaptability to FMCSA needs. Small Business firms classified under NAICS Code 541990 that are interested in responding must demonstrate in writing within 15 days from the date o f this synopsis the following: (a) have extensive experience in transportation security in other terrestrial transportation modes and systems approach to safety and security; (b) extensive contacts with the FMCSA, other modal administrations at the Federal level and the Intelligent Transportation Systems, Joint Program Office; (c) must exhibit a thorough knowledge of the security issues involved in all aspects of the motorcoach industry; and (d) have experience in identification and prioritization of security vulnerabilities and the formulation of countermeasures and emergency preparedness for a terrestrial transportation mode. Small business firms will be required to submit a maximum of five, but not less than three pages of documentation in support of the above prior to receiving a soli citation. This proposed action is for services for which the Government intends to solicit and negotiate with only one source under authority 6.302. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses to this notice will normally be considered, solely for the purpose of determining whether to conduct a competitive procurement. RFQ issuance will be on or about November 22, 2002. Telephone requests will not be accepted, only written requests for this RFQ will be accepted, however, we will accept requests via facsimile at (617) 494-3024. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT) , Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $18.0 million per contract. The DOT provides 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
