- THIS IS A SOURCES SOUGHT ANNOUNCEMENT -- This sources sought synopsis requests information needed prior to release of any resultant solicitation. In accordance with FAR 7.303, Determining Availability of Private Commercial Sources, this pre-solicitation notice is in support of a market survey being conducted by the United States Department of Agriculture, Food and Nutrition Services (FNS) to determine potential business sources capable of providing administrative support services for FNS activities located at Alexandria, VA and at remote facilities nationwide. It is intended to perform a cost comparison, pursuant to OMB Circular No. A-76 Commercial Activities Studies, in order to determine the most efficient and cost effective performing activity. The acquisition strategy for this study has not yet been determined. Accordingly, a contract may or may not ultimately be awarded as a result of the study/cost comparison. All information submitted in response to this announcement is voluntary. The North American Industry Classification (NAICS) is 561110 (Office Administrative Services). For size standard information regarding joint ventures and teaming see FAR 19.101 (7)(i)(B)(1). This requirement will cover a range of requirements to provide resources, labor and management necessary for complete staff support and services to customers. Potential sources are being sought to determine if there are any commercial sources interested and capable of performing the work as a prime contractor for this requirement and in competing against the government for this requirement, and to identify those sources. Potential sources are to mail their interest to include their capabilities no later than December 15, 2002. The mailing address is USDA Food and Nutrition Service CMB Branch, Room 228, 3101 Park Center Drive Alexandria VA 22302. The submittals should be marked SOURCES SOUGHT A-76. Telefax, telephone and e-mail responses will not be accepted. Information received will be used in the determination of the extent of competition applicable to the study. The Government does not intend to award a contract based solely on the submission to this sources sought nor does it intend to pay for any costs incurred as a result of this announcement. The USDA will begin accepting responses immediately through December 15, 2002. Responses will not be accepted after December 15, 2002. Interested parties shall identify their relevant capability and experience as it directly relates to services as well as identifying business size, past performance credentials (within the last 36 months) to include percentage subcontracted. Companies should identify whether they hold, and have performed similar work, under relevant government schedules, i.e. GSA Schedule 539. This is not a request for proposals and in no way obligates the Government to award a contract. Requests for a solicitation will not receive a response.
