- The Federal Aviation Administration Logistics Center (FAALC) intends to award a contract to the University of Oklahoma (OU) School of Industrial Engineering (IE). This consulting services requirement will be processed under single source procedures to assist the FAALC in determining the ability to be able to stock the NSN?s at more than one site. To that end, a detailed stock vulnerability engineering study is required to determine the NSN?s in FAA stock that are vulnerable to security/disaster issues. The contract will be for one base tasking estimated at a cost of $37,000.00, and two optional taskings estimated at $30,000.00 each for a total estimated, firm fixed contract value of $97,000.00. During the base tasking OU will further refine the critical NSN?s list. If the Option 1 and Option 2 taskings are exercised by the Government, respectively they will work to reduce the number of critical NSN?s by exploring alternative sources of inventory, and (Option 2) create the detailed inventory, stock point, and cost recommendations/results required to implement the contractor findings. This follow-on contracted action to the University of Oklahoma will be a continuation of the stock vulnerability conducted under DTFA-02-02-P-02897 that identified the number of processes and NSN?s impacted, along with identifying additional data requirements. That stock vulnerability study served as the baseline for identifying the redundant NSN?s, providing roughly a 50% solution on a 100% scale, and the new study is intended to improve upon that solution roughly reaching 75 to 80% of the optimal. A perfect 100% solution is unattainable due to time constraints, the large number of NSNs, and the complexity of the processes. Therefore, based upon the above, it has been determined that it would be cost and time prohibitive for a new contractor to attain the level of understanding and support that will be required under this contract. In the final analysis the determination to single source with OU is based upon the need to maintain the continuity, and integrity for the specified services.
