- NA The U.S. Army Engineering and Support Center, Huntsville, (USAECH) intends to award a firm fixed-price contract for a base year and 3 option years to Pitney Bowes Mailing Systems, Huntsville, Alabama to provide digital mailing equipment for the USAECH mail room. The mailing equipment must meet a streamlined processing by being able to meet the demands of the highest volume mailers, by automatically feeding, sealing, imprinting postage and stacking up to 240 letters per minute. The mailing equipment must ha ndle mail ranging in size from post cards to 10 inch x 13 inch flats and up to ? inch in thickness and intermix in a single stream. The mailing equipment must weigh ? on ? the- way by processing mixed weight material up to16 oz. automatically in a single operation, weigh each piece, calculate the correct amount of postage in the imprint at speeds up to 110 letters per minute. All rate increases must be received through an IntelliLink Control Center, providing all of the systems functions, including update s, and are activated and controlled from a single point. All rate selections must be made through the IntelliLink Control Center and updated automatically providing weighing options that include both the United States Postal Service (USPS) Domestic and In ternational rates. The IntelliLink must be a part of any new digital equipment made available for the use in our facility, providing an online postage replenishment through a Postage-By-Phone System, this is the process put forth by our financial provider s and Postal controllers from our headquarters office. The new digital process must provide online Delivery Confirmation and Signature Confirmation for First Class Parcels, Priority Mail and Package Services, and enable to process and track Certified Mail . The most important element of this equipment is that it is mandatory to be fully compliant with USPS requirements for secure postage printing, and vendors providing Mailing and Shipping Systems must be certified with the USPS for the delivery of Electro nic Funds Transfer (EFT) to provide payment for Meter Postage. This system must have the options of interchangeable 15, 30, 70, or 149 lb. capability platform scales, with guaranteed electronic accuracy. Also, in addition to the domestic and internation al postal rates, the system must have available the ability to add the data for FedEx, UPS, Airborne and DHL rates ? this is necessary for comparison of rates between each vendor for the most cost effective service. Equipment Specifications: Dimensions; Length 45 inches; Width 22.5 inches; Height 17 inches. Electrical: Operates on 100-240 VAC, 50/60 Hz, 6.5 amps max., plus 3.0 amps max ancessory outlet, UL and CSA Approvals, Energy Star compliant, Speed: up to 240/1 pm (W-O-W off);Up to 110/1pm(W-O-W o n); Envelope and Card sizes: Length 15 inches max to 5 inches min (13 inches ma. When using W-O-W); Width13 inches max. to 3.5 inches min (10 inches max. when using W-O-W), Thickness: ? inches max. to .007 inches min., Depth of Flap: 4 inches max. to 1 inch min. Connectivity Requirements: Connection to a standard analog phone line, supply a kit to include a phone line splitter and sufficient phone cable for connection , IntelliLink Control Center must be detachable to simplify phone line connection. N ecessary Standard Operating Features: Auto=Dating, Multiple tapes (1-99), Low Postage Alert, High Value Protection, Original Value Resetting, Water Level Indicator, Seal Only and No Seal Modes, Low Ink Alert, Password Security, Standard Envelope Advertise ments, Standard Postal Inscriptions and Max. Thickness Warning. Delivery Management System: This system must have the capabilities to prepare packages for shipping from the desktop. Also must have the ability to ship and track Outbound packages. This e quipment must access inbound and outbound parcel status right from the desktop. Be capable of tracking intra-company parcels ?desk-to-desk.? Receive and track inbound mail deliveries, encompassing multiple ?hand-to-hand? package movements. Max. Productivity Ability to manage cost delivery decisions, without specialized carrier knowledge; Ability to compare options for destination, date, time of day, and trac king requirements; Ability to easily assign cost centers; Ability to alert mail center to make internal pick-up or delivery; Ability to track inbound and outbound expedited pieces; Ability to quickly determine when urgent pieces have arrived and expedited them internally; Ability to notify mail center with special instructions; This system must have a 200 lb scale for weighing of large packages. Tracking Means Accountability Any Delivery Management System or Arrival System selected will have to be directl y compatible with the existing Tracking Scanners. These Digital Tracking Scanners already have data stored of inbound and out bound parcels, this information is crucial historical data to the Mail and Messenger Service in our facility. This synopsis of i ntent to issue a sole source award to Pitney Bowes Mailing System IS NOT A REQUEST FOR PROPOSAL/OFFERS. Contractors who feel they can provide the USAESCH with the above equipment as specified are invited to submit, in writing, an affirmative response tha t includes the capability to provide the equipment, any applicable pricing data and any information indicating a bona fide ability to meet this specific requirement. All responsible sources may respond to this Notice of Intent and all such responses will be considered by the agency. The North American Industry Classification System (NAICS) is 491110. The following information should be included with the response to this Notice of Intent: Duns Number, Tax Identification Number, and Cage Code. All interested sources must be registered in the Central Contractor Registration (CCR) database before they can be considered eligible for award. If no sources express an interest by November 29, 2002, or if the sources that express an interest are determined by the Government to be unable to meet the requirements of this announcement, then a sole source award will be made to Pitney Bowes Mailing Systems. SEE NUMBERED NOTE 22 ? THE 45 DAY PERIOD FOR SUBMITTING RESPONSES IS INAPPLICABLE. The agency only requires a 15-day period. If no written responses are received within 15 calendar days, a sole source award will be issued.
