Description
NA Description of Work and Equipment: The project work consists of the blast cleaning, repairing and painting twenty spillway dewatering bulkheads required for spillway dewatering operations at S-79 Spillway and eight spillway dewatering bulkheads required f or spillway dewatering operations at structure S-354. The pick-up beams are not included. Sandblasting, repairs and painting shall be performed at the Contractor?s work site. Based on tests done on samples of the existing paint system on the W.P. Frankl in bulkheads, the results showed a lead content of 21mg/kg which is far less than 5000mg/kg to be designated as `Lead Based Paint' per EPA classification and hence the paint on the bulkheads is not a lead based paint. However, the contractor should provid e adequate and safe protective measures to the workers during the blasting and paint removal operations to protect them from inhalation of dust containing lead particles. Also, the collection and disposal of the dust and debris should be done in a safe wa y to conform to OSHA and EPA regulations. The work also covers replacement of the existing rubber seals with new ones of the same size and shape. Each bulkhead is made up of two girders, top and bottom and both are inter-connected with cross beams to for m one unit. The bulkheads are welded with a ? inches thick skin plate on its upstream face (face on the water side). Each of the twenty S-79 Spillway dewatering bulkheads are 39'-11 inches long, 2'-10 ? inches wide and 4'-6 inches deep and weigh approxim ately 8.1 tons. Each of the eight S-354 dewatering bulkheads are 24'-10 inches long, 1'-6 inches deep and either 2'-0 inches or 3'-1 ? inches wide and the heaviest bulkhead weighs approximately 2.0 tons. All twenty-eight bulkheads are currently stored at United States Army Corps of Engineers South Florida Operations Office (SFOO) in Clewiston, in Hendry County, Florida. Corps personnel will load the bulkheads on to the contractor?s trucks for transportation to his work site for repairs and will unload th e same at the time of delivery back at Clewiston. Each operation, loading and unloading will be an eight (8) hour a day operation and it is the responsibility of the contractor to provide sufficient number of trucks for these operations so that loading an d unloading can be done within that time period. Contractor shall be responsible for safe transportation of the bulkheads from Clewiston to Contractor?s work site and back from the work site to Clewiston in accordance with DOT regulations. All work must be completed 210 days after receipt of Notice to Proceed. Magnitude of construction is between $250,000 and $500,000. The solicitation will be issued on or about 29 November 2002 with bids due on or about 7 January 2003. This solicitation will be issued in electronic format only.
