- NA This is a pre-solicitation synopsis for FY03 Whole Barracks Renewal at Fort Lewis, WA, and not a Request for Proposal. Proposed procurement will result in a negotiated Fixed Price type contract. The solicitation will be issued as an Electronic Bid Set (E BS), available for download on or about 14 January 2003, at the Seattle District?s Contracting web page at http://www.nws.usace.army.mil/ct. This project is by web only and no discs or hard copies will be available. Prospective offerors must register for the referenced project at http://www.nws.usace.army.mil/ct in order to receive notification of amendments. Firms will be notified by electronic mail when the solicitation is available for download. No phone, facsimile or electronic mail registration req uests will be accepted. Offerors are responsible for checking the referenced web page for any update(s) to this Notice. The website is occasionally inaccessible due to maintenance. The Government is not responsible for any loss of Internet connectivity or for an offeror?s inability to access the document which will be posted to the referenced website. The project consists of constructing a barracks complex to include six three-story barracks buildings to house a total of 500 soldiers, with living/sleepi ng rooms; semi-private baths and walk-in closets (total area is approximately 600 square meters); medium company operations facilities to include utilities; electric service; security and street lighting; fire protection and alarm systems; paving walks; cu rbs and gutters; storm and sanitary sewers; information systems; landscaping and site improvements. Estimated dollar value is in the range of $25,000,000 to $100,000,000 and the completion period is 720 calendar days. The NAICS Code for this project is 2 36115. The Project is open to both large and small businesses. If you are a large business and your bid or proposal will exceed $1 million, you will be required to submit a subcontracting plan with goals for Small Business (SB), Historically Underutilize d Business Zone (HUBZone), Small Disadvantaged Business (SDB), Woman-owned Small Business, Veteran-owned Small Business (VOSB), and Service Disabled Veteran-owned Small Business (SDVOSB) concerns. For the purpose of this procurement, a concern is consider ed a Small Business if its annual average gross revenue, taken for the last three (3) fiscal years, does not exceed $28.5 million.
