- PRE-PROPOSAL CONFERENCE Step I (a) A step I pre-proposal conference will be held at the Naval Construction Battalion Center, Port Hueneme, California, on Thursday, 5 December 2002. The pre-proposal conference for Step I will commence at 9:00 a.m. It is anticipated that the conference will last approximately (3) three hours. Offerors shall contact Diana Price, email address: pricedl@efdsw.navfac.navy.mil to register attendance. The Step I, pre-proposal conference will provide prospective Offerors an overview of the Three-Step Source Selection Process, an overview of the Performance Work Statement and the Request for Proposal. It will also give Offerors an overview of the Step I proposal submittal requirements and a question and answer session. (b) Recommend that each prospective offeror send a representative to the pre-proposal conference. Interested parties shall submit the names, phone numbers, fax numbers and e-mail addresses of the attendees by close of business 26 November 2002. Directions to Port Hueneme, CA, the conference room, and security information will be provided to interested parties after the requested information is received. (c) It shall be noted, Government replies to offeror's questions concerning any aspect of this Request for Proposal (RFP) will be recognized as official only if the offeror submits the questions in writing, is provided a written reply by the Contracting Officer, and the questions and answers are made a part of the RFP by incorporation, in writing, by an amendment thereto. This rule includes, but is not limited to, the pre-proposal conference activities embracing the actual conference sessions, as well as any site visits. Offerors are specifically cautioned that verbal discussions and replies to questions thereto, shall not have the effect of changing the provisions of the written RFP. (d) The Request for Proposal (RFP) is scheduled to be issued on 25 November 2002 and will close on 3 January 2003. Offerors are encouraged to submit written questions to the address in block 7 of section a (standard form 33) in advance of the conference commencement date to allow replies to be provided during or shortly after the conference period by COB 2 December 2002. Step II and III (a) Upon conclusion of the Step I source selection process, a site visit will be scheduled with those offerors that elect to proceed to Step II and III of the source selection process. This meeting will involve a site visit and detailed communications regarding the RFP as it relates to Steps II and III of the process.
