- The FISC Norfolk Detachment Philadelphia intends to acquire, at no cost to the Government, Civilian Enterprise Newspaper Publishing from interested publishers to produce ?The Newport Navalog,? a base newspaper for distribution through official channels at the Naval Station Newport, Newport, Rhode Island. The terms of the agreement will be for a base period of one (1) year, beginning 01 January 2003 or date of award, whichever is later, through one year thereafter with options for five (5) additional years. Proposals will be evaluated on a competitive basis with criteria established in the solicitation consisting of, but not limited to: Past Performance Record, Technical Production Capability, Services and/or Items Offered and Management Approach. Award will be made to the firm whose evaluated offer is determined to be most advantageous to the Government. Release of the Request for Proposal (RFP) will be via the Internet. Interested parties may download the RFP upon its issuance from the following website: http://www.neco.navy.mil. It is imperative that interested parties review the NECO website frequently for any updates and/or amendments. The Request for Proposal is expected to be issued on or about 25 November 2002.
