Description
This is a REQUEST FOR INFORMATION. Reference RFI03KF001 when responding to this announcement. The Social Security Administration (SSA) is seeking vendors capable of providing the Agency with operational technical support services in all 50 states, Guam, Puerto Rico and the US Virgin Islands. The places of performance will include SSA Headquarters and at various Disability Determination Services (DDS) offices. The period of performance is estimated to be 1 base year, with 4 option years. Staffing requirements will be on a sliding scale as events or schedules dictate. Initial work will be performed at 3 sites before expanding to the rest of the nation. The vendor will assist the Agency in installing and optimizing hardware, software and procedures for implementing the Enterprise Document and Imaging Management Architecture (EDIMA) which will support the document imaging needs of the Agency. EDIMA will define and develop the architecture and infrastructure to address SSA's known and future document capture, indexing, routing, storage, retrieval, and management needs. In order to implement the EDIMA architecture, technical expertise is required within the following areas (specifics identified below): a) Installation, integration and operational support; b)Architecture expertise and support; c) Operational systems support for applications; d)Storage management support; e) Backup and recovery support; f) Disaster recovery support; g) Call center support to enable DDS sites ; h) Mainframe support. The vendor must provide SSA with full time (shift work required) on site (at locations listed above) technical support personnel who are qualified to satisfy the following labor areas: CLIN 0001 Database Administrator: responsible for providing support for DB2 Universal Database (UDB) on Sun Solaris, including regular backups. Prior experience in the areas of installing new enterprise-wide client/server applications, monitoring and tuning UDB system level operations and performance, planning and implementing the production UDB operating environment(s), establishing UDB support utility jobs and procedures, maintaining production UDB system security procedures. CLIN 0002: System Administrator: responsible for providing support for the Web Application Servers with Enterprise Information Portal software. Prior experience in the areas of installing operating systems software, database management systems software, compilers and utilities, monitoring and tuning systems software, peripherals and networks, installation of new software and new users, adapting software to existing systems, performing system backups and the recovery of lost data, maintaining system security and resolving systems problem. CLIN 0003 Imaging Software Administrator: responsible for document capture hardware and software. Prior experience in the areas of providing methodology for problem solutions, information systems design, programming, program design and documentation preparation, information management and retrieval systems or networks as it relates to conversion of hardcopy documents to multimedia sources of records management. CLIN 0004 Fax Administrator: responsible for Fax Server hardware/software. Prior experience in the areas of system network architecture, gateways, front-end communications processors software protocols, and interfaces. Understanding of client/server relationships, mainframes and peripheral equipment associated with complete system integration, site configurations, installation, transition, and cut over of network components. CLIN 0005 Mainframe support: responsible for supporting enterprise-oriented applications and analysis and design of programming applications for mainframe and client/server architectures. Prior experience in the areas of conducting performance monitoring and tuning, evaluating and testing new enterprise storage management solutions; installing and testing new software releases; and developing reconfigurations of the storage hardware environment. CLIN 0006 Storage/backup and recovery support: responsible for ensuring the capacity and performance for all servers and backup and recovery procedures. Prior experience in the areas of developing and implementing server backup processes and procedures, providing server systems support, providing application support and optimization, providing data recovery, maintenance and backup processes, support disaster planning, storage management and coordinating systems programming, risk management and assuring the reliability and integrity of data resources. CLIN 0007 Project management: responsible for effectively planning, organizing and managing this contract. Prior experience in the areas of coordinating all aspects of work for the successful completion of the project, preparing project plans and schedules for significant application systems development, enhancement and maintenance efforts, monitoring and tracking the progress of the project; ensuring the delivery of high quality service and application systems development and support, and providing updates about the status of a project. CLIN 0008 Hardware and software support: responsible for activities relating to the installation and/or implementation of various software products or tools. Prior experience and skills in the areas of hardware and software installation on both mainframe and client/server based equipment. Must have a high degree of skill and prior experience in software packages currently in place at SSA. SSA also has a number of database development efforts underway using Windows based, IBM based and Unix based software products. Interested vendors must be able to provide verifiable proof by submitting information in sufficient detail to demonstrate their ability to meet the Agency?s requirement. Vendors should provide the names and contact information of customers. References will be checked. Vendors responding should indicate whether their services are available on the GSA Federal Supply Schedules. Pricing data must be submitted. This is not a request for proposal and the Government does not intend to pay for information submitted. Respondents will not be notified of the results of the evaluation of the data received. No contract award will be made on the basis of responses received; however, this information will be used in SSA?s assessment of capable sources. Responses to this notice should be submitted in duplicate with 10 days of this publication. No Faxed responses. Requests for copies of a solicitation will not be honored or acknowledged.
