- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southeast Office for Law Enforcement (SEOLE) intends to contract with Rod McGlade, located in Mt. Pleasant, South Carolina. This request is to procure contracted services for the modification and enhancement of the current JEA Software developed by Rod McGlade. South Carolina and DOC/NOAA/Fisheries /Enforcement have agreed to share program with Fisheries Enforcement personnel and all States participating in JEA Fishery enforcement activity. The contract shall provide technical services, programming expertise, training to state and NOAA OLE personnel on the use of the program, and troubleshooting assistance for the JEA Software and will begin the development of the web-enabled application of the JEA Software. The proposed procurement is for services for which the Government intends to solicit and negotiate with only one, source, Rod McGlade under the authority of 41 USC 253?(1). This notice of intent is not a request for competitive quotations. Required expertise and experience are Operating Systems, DOS thru 6.22 (basis game and batch file programming), WIN 3.1, 95,98, ME, 2000, AS-400 (academic COBOL mainframe programming) Programming Languages,-Basic, C, C++. Interested parties are encouraged to respond to this announcement within 15 days of this publication and shall submit its capabilities statement indicating their ability to perform this type of service. The capabilities statement must also include in writing, it's name, address, point of contact, telephone number, and points of contact for businesses or other Government agencies to which it has previously provided similar services. No response will be provided to those inquiries which fail to provide the information requested. This information shall be submitted to the address stated herein or may be faxed to 816-426-7530, Attention: Sharon Walker. This is not a request for quotations and there is no solicitation available a this time. A determination by the Government not to compete this procurement is solely within the discretion of the Government. This is a 100% small business set-aside.
