Description
(i) This is a combined synopsis/solicitation for commercial items prepared IAW the format in Fed. Acquisition Reg. Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation number is DE-RQ08-03NV14351; a REQUEST FOR QUOTATION (RFQ). (iii) The solicitation document and incorporated provisions/clauses are those in effect through Fed. Acquisition Circular 2001-09. (iv) This solicitation is unrestricted. The North American Industry Classification System Code (NAICS) is 811310. The size standard for NAICS 811310 is $5M (v) See attached to SF 1449, Blocks 19-24 for list of contract line items, quantities, and units of measure. (vi) See Statement of Work attached to SF 1449 for description of requirements to the items listed. (vii) It is anticipated that the scheduled work will be accomplished during a scheduled power shutdown of the complex (typically done during weekend hours). Scheduling is usually accomplished through mutual agreement between the contractor and the NSF maintenance staff due to accessing and escorting requirements. All work is to be performed at the NSF, located at 232 Energy Way, North Las Vegas, NV, 89030. (viii) FAR provision 52.212-1, Instructions to Offerors?Comc?l Items, applies and the following addenda: Para (b)(11) An SF-1449 must be completed and signed and returned with the offer. (See attached file entitled clause-set) (ix) Refer to provision at 52.212-2, Evaluation?Comc?l Items. (See attached file entitled clause-set) (x) Offeror is to complete and return provision at 52.212-3, Offeror Reps & Certs?Comc?l Items. (See attached file entitled clause-set) (xi) Clause at 52.212-4, Contract Terms & Conditions?Comc?l Items is applicable. (See attached file entitled clause-set) (xii) Clause 52.212-5, Contract Terms & Conditions Required to Implement Statutes & Executive Orders?Comc?l Items is applicable as amended. (See attached file entitled clause-set) (xiii) All proposals are required to be submitted through DOE?s Industry Interactive Procurement System (IIPS) in accordance with the following instruction and the IIPS User Guide which can be obtained by going to the IIPS Secured Services site at http://doe-iips.pr.doe.gov/ and downloading the file named IIPShelp.rtf. Applicants must register in IIPS in order to submit an application as directed. Questions regarding the operations of IIPS shall be directed to the number 1-800-683-0751. Registration on the IIPS is a pre-requisite to participate in this solicitation. Only registered users will have the capability to transmit their technical proposals in a responsive manner. Once prospective offerors are registered, only NNSA evaluators will have access to proposal information. A signature on the IIPS is the typed name of the applicant. All proposals must have an IIPS transmission time stamp of no later than December 23, 2002, at 4:30 p.m., Pacific Time. Prospective offerors are responsible for checking the IIPS website at regular intervals for updates since any additional changes or amendments will only be posted to this website. No other notification will be made. If this solicitation is amended, all terms and conditions that are not amended remain unchanged. Offerors shall acknowledge receipt of any amendment to this solicitation by the date and time specified in the amendment(s). The Nevada Support Facility (NSF) is a secured facility and requires a NNSA/NV sign-in and/or escort for any work to be done. Due to badging and security requirements, all employees performing duties on this job, must be U.S. citizens. The Contractor must contact NSF Facility Maintenance Manager (FMM), or his designee, at 295-0919, (pager) 794-6448, at least two (2) days prior to start of any scheduled work. Coordination with the NSF FMM or his designee is required prior to the contractor?s arrival to perform work in order to avoid delays in gaining access to the NSF. If the contractor does not coordinate with the established point of contact prior to arrival at the NSF, and access is denied, the Government will not be liable for the costs of that trip. SITE VISIT IS SCHEDULED FOR TUESDAY, DECEMBER 10, 2002, AT 9:00 AM., PT, AT THE NSF AND IS LIMITED TO U.S. CITIZENS ONLY. No other tours will be offered. (xvii) Quotes are due on December 23, 2002, at 4:30 p.m., PT, and must be submitted via IIPS.
