- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is set-aside for small business only. The NAICS Code for this synopsis/solicitation is 334511 (Size Standard = 750 Employees). Solicitation/Purchase Request number F1GPL122890200 is issued as a Request for Quote (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-07 effective 15 May 2002. The Government intends to award one contract line item number (CLIN) for a Positioner Controller. The procurement for the Antenna Positioner Controller (APC) needs to have the following specifications: The APC (Antenna Positioner Controller) is a computer/manually controller Multi-Axis (6-Axis positioner controller) with built-in PCU (Power Control Unit). The main features of the APC are Power/Limits, Position Sensors, Tachometer/Linear feedback, Computer/Manual Control, and Position Increments. The instrument is powered by 115 vAC 60 Hz. POWER /LIMITS: The APC can operate existing APs (Antenna Positioners) (under 3/4HP) with motors using -90 +90 vDC fields and 110 vDC armature. The APC stops APs when a normally closed limit switch opens. Power and limit switch connections are made with standard SA wiring via an amphenol 28-11 connector. POSITION SENSORS -- APC can read the AP's position via single or dual speed synchros (1:1 or 36:1). Data takeoff and display are 0.003 Deg - Dual Speed and 0.1 Deg Single Speed Synchro. Connections are made with standard SA wiring via an amphenol 28-11 connector. TACHOMETER/LINEAR FEEDBACK: The AP's speed can be regulated via tachometer signal (0 - 40vDV) or without Tachometer. COMPUTER/MANUAL CONTROL: The APC can be manually operated via front controls to position and readout position of the AP. The APC can be operated via computer over a GPIB or HPIB interface. POSITION INCREMENTS: A TTL level pulse output is available to mark selected position intervals. 1. DESCRIPTION: Six axis, Computer Controlled (GPIB), 3/4 HP PCU, Synchro/Tach/Encoder feedback, TTL Position Increments, Position and Velocity Sensors. TECHNICAL REQUIRMENTS: -Interface with standard SA type positioners (Power/Synchro/Tach Channels) -Drive Positioners up to 3/4 HP (0-100 vDV armature/ 90 vDc Fields) -Manual control (via front panel) -Six axis control/ one at a time (Minimum) -Computer programmable via GPIB -Capability of Tach/Linear feedback. Clarifications: Delivery FOB destination (include shipping charges). Quotations that do not include prices for all Requirements will not be considered. The item must be delivered no later than 60 days after contract award. Deliver to AFRL 29 Randolph Road, Hanscom AFB, MA. 01731. The following provisions and clauses apply to this procurement: FAR 52.212-1, Instructions to Offerors- Commercial, FAR 52.212-2, Evaluation -Commercial Items: Award will be made to the responsible offeror whose offer is considered to be most advantageous to the Government, considering technical acceptability, past performance, and price. Offerors are required to submit at least three recent references for evaluation of past performance of same or similar services or items. FAR 52-212-3 Offeror Representations and Certification-Commercial Items (all offerors shall include a completed copy of this provision with their proposal); FAR 52.212-4- Contract Terms and Conditions-Commercial Items; FAR 52.212-5- Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, [in paragraphs (b) and (c) the following clauses apply; FAR 52.219-19, 52.222-21, 52.222-26, 52.222-35, 52-222-36, 52.232-33].
