Description
NA US Army Operations Support Command, ATTN: AMSOS-CCM-F, Bldg 350, 6th Floor, Pole E-10, Rock Island, IL 61299-6000. DUE: 7 January 2003. DESCRIPTION: The purpose of this Sources Sought/Market Research is to identify potential sources capable of manufacturing the 76mm Steel Cartridge Case. FedBiz Opps Note Number 8 applies. The cartridge case is manufactured from spherodized 1030 steel usin g the deep-draw process. The finished case 25.02 inches long with 4.488-inch diameter base. The projectile end of the case has a .039-inch thick wall and a 3.134-inch outside diameter (OD). The taper on the OD increases .039 inches per inch of length. The technical data package (TDP) is classified as DISTRIBUTION D limited distribution. Distribution D means that the TDP cannot be distributed on the Internet. The TDP contains technical data whose export is restricted by the Arms Export Control Act, (Ti tle 22, U.S.C., SEC 2751 ET SEQ.) or the Export Administration Act of 1979, as amended titled, 50 U.S.C. APP 2240, ET SEQ. Violations of these export laws are subject to severe criminal penalties. Disseminate IAW provision of DOD Directive 5230.25. Offe rors must be registered with the US/Canada Joint Certification Office to receive a copy of the technical data package (TDP) (see www.dlis.dla.mil/jcp/ for instructions and information). After receipt of required certification, request a copy of the TDP via e-mail to thompsong@osc.army.mil. Request must include Cage Code, Company name, address, phone, e-mail address and point of contact. A respondent to this market survey must have available the facilities and skills required to manufacture the 76mm Cartri dge Case. Specific production facilities required include: Spherodizing furnace capability; 7 press operations with a final iron having at least 90 inch stroke and a final head with at least 2,000 ton capacity; salt pot heat treat with quench; critical t emperature control equipment for heat treat; zinc plater, machining and tapering equipment; material handling conveyors; and ultrasonic (UT) inspection equipment. Skills required to produce the Cartridge Case include: press operator; heat-treat expertise; quench/temper of product to obtain ductility and hardness requirements; plating expertise; metallurgist to test raw materials through finished parts; UT technician to inspect 100% of finished parts; certified inspectors; quality control engineers; design engineers; and skills needed to maintain the equipment and facilities. The general process of making this item is: spherodize plate steel; cut into strips; run through 7 press operations (blank, cup, 1st iron, 2nd iron, 3rd iron, pre-head and final head); the part is annealed between each press operation; case is then heat-treated; plated and UT inspected. Various machine operations are also required for the finished case. A respondent's capacity must be sufficient to manufacture a total quantity of appr oximately 20,000 Cartridge Cases per year. Interested US/Canadian firms who feel they are capable of manufacturing the 76mm Steel Cartridge Cases are invited to indicate their interest by providing the Government a brief summary of their company's capabilities, including a brief description of equi pment, facilities, personnel and past manufacturing experience as it relates to the above critieria. Information must be submitted to: HQ, OSC, ATTN: AMSOS-CCM-F, Gail Thompson, Bldg 350, 6th floor, Pole E-10, 1 Rock Island, Rock Island, IL 61299-6000. Please respond NO LATER THAN 07 JANUARY 2003 and identify 76MM CARTRIDGE CASE SOURCE SOUGHT/MARKET RESEARCH, DAAA09-03-R-0045 as the subject of your response. A follow-up detailed questionnaire may be requested from survey respondents. This is a market s urvey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract based on this market survey or otherwise pay for the information solicited. The information you provide will only b e used by OSC in developing its acquisition approach for future requirements.
