Description
The FISC Norfolk Detachment Philadelphia intends to acquire, on a 100% Small Business-Set Aside basis, Command Financial Specialist (CFS)/Home Economics Training and Services in support of the Fleet and Family Support Center (FFSC) at Naval Station (NAVSTA), Great Lakes, Illinois. As a Certified Financial Educator (FE), the contracted individual will perform a full range of financial education services to assist military personnel assigned to NAVSTA and their family members. The services will be performed in accordance with OPNAV 1740.5A, which governs the Personal Financial Management Education, Training and Counseling Program. In addition, all services provided will be within the guidelines of all governing SECNAV, OPNAV instructions, NAVSTA policies, FFSC Standard Operating Procedures (SOP), Accreditation Standards, Personal Financial Management Desk Guide and TAMP division directives. Above services are to be performed at Naval Station, Great Lakes, Illinois. A forty-hour workweek is required. Normal working hours are 0730-1600, Monday through Friday, except Federal Holidays. Award of a firm-fixed price contract with a base period of 07 January 2003 through 30 September 2003 with four one-year option periods is anticipated. The Request for Proposal (RFP) will require the submission of price and technical offers to include a review of past performance. The applicable NAICS code is 624190; the small business size standard is $6 Million. Release of the RFP will be via the Internet. Interested parties may download the RFP upon its issuance from the following website: http://www.neco.navy.mil. It is imperative that interested parties review the NECO website frequently for any updates and/or amendments. The Request for Proposal is expected to be issued on or about 04 December 2002.
