- Description
- NASA/GSFC plans to issue a Request for Quotation (RFQ) for a SDR-3001 Digital Signal Processing Platform for intersatellite cross-link communications with applicable operating system and development tools. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Spectrum Signal Processing, under FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. NASA Goddard Space Flight Center, Microwave Systems Branch has a need for a flexible software re-configurable Digital Signal Processing (DSP) Platform for inter-satellite cross-link development to prototype satellite cross-link communication methods. After extensive market research of the major DSP system vendors, the SDR-3001 Development System was selected as the system which met all our requirements. The selected system is available only through Spectrum Signal Processing. The system must provide a migration path from development hardware to flight capable equipment, be a completely integrated unit combining large capacity field programmable gate array logic elements and embedded multipurpose processors. In addition to the hardware, the vendor shall license the operating system and development tools to support their system. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities, proposed product description and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 27, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
