Description
The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH) intends to issue a solicitation for performing on-site compliance audit services of respirator manufacturers. These services would include preparing, conducting, and reporting audits to certify compliance with standards found in 42 CFR 84, ISO 9000 Quality Standards and the NIOSH Standard Application Procedures for respirator certification. The contractor's auditors must be accredited by the Registrar Accredition Board (RAB) and must be knowledgeable of Quality Systems Standards and NIOSH respirator specific quality and performance requirements. Auditors will review approval holder quality documentation and respirator specific requirements to prepare for the audit, conduct on-site compliance audits, and write the audit reports and evaluate the acceptability of any corrective actions. It is anticipated that 17 sites will be audited prior to September 30, 2003. These site visits will occur during eight (8) trips to the following cities: Houston, Texas; Taunton, Massachusetts; Monroeville, Pennsylvania; Davenport, Iowa; Pensacola, Florida; Buchanan, Michigan; Kenosha, Wisconsin; and Berlin, Lubeck, and Stuttgart, Germany. All approval holder documentation and audit results are confidential. A confidential statement provided by NIOSH must be signed by all contractor employees who have access to approval holder information prior to preparing and conducting any audits. NIOSH will provide the respirator specific requirements and approval documentation needed to conduct the on-site compliance audits. Solicitation 2003-N-00714 will be available on or about December 18, 2002, and proposals due by January 22, 2003. Written requests for the solicitation documents may be sent to the above address, faxed to (412) 386-6429, or sent via e-mail to akul@cdc.gov. No telephone requests will be accepted. Solicitation documents will also be available at www.eps.gov. THIS REQUIREMENT IS SET ASIDE FOR SMALL BUSINESS CONCERNS. The NAICS code is 541990 and the small business size is $6 million dollars.
