- Description
- Indefinite Delivery Contract (Open-End) Mechanical/Electrical Engineering Contract Services. Provide professional engineering services to prepare the design development program submission, preliminary drawings, working drawings, specifications, including the cost estimates, and construction period services to Upgrade/Replace Mechanical/Electrical Systems for various projects at the Edward Hines Jr. VA Hospital, Hines, Illinois. This is an open-ended contract to rectify the deficiencies in several utility systems including redesign and replacement of several air handling equipment, HVAC fans, duct work, engineering control systems, chillers, elevators, plumbing, fire alarm, communication and electrical utility systems throughout VA the VA Hines facility. The A/E design service shall be provided in several phases and individual construction bid packages have to be developed to facilitate award of construction contracts for several projects. The work shall include Schematic design, design development, drawings and specificaitons, detailed cost estimates and construction bid documents. The work shall include the survey, asbestos abatement, demolition, wall alterations, electrical, plumbing, equipment, fire protection, life safety and communication systems. A/E firm must provide Certified Industrial Hygienist services including a full time IH during abatement. The scope also includes all necessary design coordination with other VA projects at the medical center. VA intends to award a contract for a period of one (1) year, with two additional option periods of one (1) year each. Total fees paid under the resultant contract shall not exceed $450,000, including option years. Individual Delivery Orders will be issued after negotiation and shall not exceed $75,000. The Government is uncertain as to the number of Delivery Orders that will be placed against the contract during the term of the contract. Award of individual work orders is contingent upon project funding. Area of consideration is restricted to 100 miles of the Hines VA Hospital, Hines, Illinois. Submit two (2) copies of SF 254 and SF 255 with appropriate documentation by close of business December 31, 2002. Selection criteria will be based on: (1) Past performance on similar projects, (2) Maintaining project schedules and project budgets; (3) Overall engineering design experience and capability with architectural, mechanical, and electrical renovation projects; (4) Qualifications of staff to be assigned, with special emphasis on field personnel to be utilized; 5) Knowledge in design and construction requirements; and (6) Cost control effectiveness. No bid packages are available. This is not a Request For Proposal (RFP). Award is subject to the availability of funds. NAIC #541310 applies.
