Description

NA PRIMARY POINT OF CONTACT for this project is: Barbara Zimmer (817) 886-1052. ALTERNATE POC is: Valerie Sands (817) 886-1050. ENGINEERING/TECHNICAL POC is: Bob Gilbert (817) 886-1890 Project will provide a 200 room three-story dormitory with interior corridors and interior entryways, room-bath modules for each two students, training manager areas, an elevator, laundries, storage and lounge areas, and lobby. The facility will have conc rete foundation and floor slabs, texture finished pre-cast concrete and EIFS exterior finish, interior partitions of painted drywall, standard floor finishes such as carpet and tile, and a structural standing seam metal roof. Also included are fire protec tion, site improvements including grading, turfing and landscaping pavements including parking areas and access roads, communications, necessary utilities, and minor demolition. The following are the evaluation criteria which shall be used in this solicitation unless modified by amendment prior to receipt of proposals: Experience, Past Performance, Utilization of Small Disadvantaged Business Concerns, Subcontracting Plan (Large b usiness only), and price. The North American Industrial Classification System (NAICS) Code applicable to this project is 236220 (formerly 233320), which corresponds to SIC Code 1522. The Small Business Size Standard is $28.5 Million and will be advertis ed UNRESTRICTED. Proposals from large business firms must comply with FAR Clause 52.219-9 regarding the requirement for submission of a Subcontracting Plan. The Fort Worth District subcontracting goals are for specified percentages of the contractor's tot al planned subcontract amount to be placed with the following: Small Business, 61.4%; Small Disadvantages Business, 9.1%; Women-Owned Small Business, 5.0%; Veteran-Owned Small Business, 3.0%; Historically Black Colleges/Universities and Minority Institutions (where applicable), 2.0%; and HUBZone Small Business, 2.0%. Solicitation to be issued on or about 11 December 2002. Proposals due on or about 22 January 2003. The plans and specification s will be placed on Compact Disk (CD-ROM) and will be provided free of charge on the issue date. Plans and specifications will not be provided in a paper hard copy format. Notification of amendments shall be made through 3.5 diskette, CD-ROM and/or the I nternet. However, the Government reserves the right to use only the Internet as notification of any changes to this solicitation. It is therefore the contractor's responsibility to check the following address daily for any posted changes to this solicita tion.
