Description

The Government intends to award a sole source, firm fixed price order with Paul Greenblatt Consulting, Minneapolis, MN. FAR Parts 12 and 13 apply. This requirement is for the contractor to conduct system design engineering and analysis for the development of the CBASS Torpedo, provide problem solutions, and develop approaches required to deal with predicted future undersea warfare environments. The contractor shall provide technical services for the ongoing development of CBASS Phase II Build 1 Algorithm and Software specification efforts. The primary focus of this tasking shall be to create a Hybrid Mk48 and MK50/54 processing stream for CBASS Build 1. PGC is the only qualified vendor at this time to perform this requirement in the required timeframe because Dr. P. Greenblatt is the only known source who can provide the requisite knowledge and experience to integrate the Mk50 and Mk54 algorithms into the CBASS torpedo within the CBASS Build 1 budget and schedule because of his unique knowledge of the lightweight processing and the CBASS build 0 baseline. Anticipated award date is 13 December 2002. Delivery is F.O.B. destination, Newport, RI for efforts to be completed by 30 September 2005. This notice of intent is not a request for competitive proposals. All responsible sources may submit a quotation, which shall be considered by the government. Telephone requests will not be honored. A determination by the Government not to compete with this proposed purchase order based on responses to this notice is solely within the discretion of the Government.
