- Description
- NASA/MSFC solicits information from Small Businesses about their capabilities and interest concerning a UMS follow-on contract. A brief description of the current contract requirements is listed in the following two paragraphs. The contractor shall provide Program Management, Engineering, Facility Operation and Maintenance, and Business Management in support of MSFC facilities and capabilities required for ground and flight operation. These facilities include the Huntsville Operations Support Center (HOSC) and related systems supporting the Space Transportation System and International Space Station (ISS). Program Management functions include planning, controlling, data systems security, and interaction with both domestic and international customers. Engineering includes software and data systems development and maintenance and the evolution of cost-effective and state-of-the-art systems. Facility Operation and Maintenance includes the provision of 24 x 7 voice, video, and data processing services in support of HOSC and ISS payload operations customers. Business management includes financial management, property management, safety, and procurement. The information requested from small businesses is as follows: 1. Please describe your company's organization, locations, and major capabilities. 2. Describe your company's cost/schedule/performance history in the development of integrated data and communications systems, including the development of software. Discuss your methods for identifying and correcting problems in order to maintain the c/s/p plan? Discuss the size of the projects and any required domestic and international coordination. 3. Budget planning delays occasionally impact some NASA programs. The financial resources of prime contractors have made it possible to mitigate the impacts of some of these delays. Please provide information on your company's ability to address such financial issues. 4. Please provide a brief discussion of your company's processes for Financial Management; Performance Measurement; and Procurement of equipment, software licenses, etc. Comments should be limited to no more than 10 pages and may be forwarded to Marshall Space Flight Center, Mail Code PS41-D, Marshall Space Flight Center, AL 35812, or via electronic transmission to wayne.harmon@msfc.nasa.gov. Responses are due by December 12, 2002. This request for information is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. Respondents will not be notified of the results of the review. Any questions regarding this announcement should be directed to the identified point of contact.
