- Description
- NASA GSFC/WFF plans to issue a Request for Offers for the Rehabilitation of Dormitory Building F-5, at NASA Goddard Space Flight Center, Wallops Flight Facility, Wallops Island, Virginia 23337. The scope of work for this project shall include, but is not limited to: DEMOLITION: Lay-in and gypsum wallboard ceiling systems/lighting; bathrooms, existing masonry and gypsum wallboard partitions, sidewalks and chiller pad; portion of steel joist roof construction; removal of vinyl asbestos tile, vinyl wall covering, carpet and base; removal of doors, frames and windows; miscellaneous mechanical, plumbing and electrical work. CONSTRUCTION: Construction of bathrooms, residential scale kitchenette and mechanical room expansion within split rib masonry additions; construction of metal roofing system, installation of new doors and windows; new interior finishes, including vinyl wall coverings, carpet, quarry floor tile, recessed entry mat and painting; modifications to HVAC, plumbing, sprinkler, lighting and electrical systems. The work shall be complete. It includes furnishing, as applicable, or may be required, all contractor's plant, equipment, safety devices, labor, tools, materials, supplies, and services, and performing all operations necessary for or incidental to a complete project in conformity with the drawings and as set forth in the various sections of the specifications. This procurement is being conducted under NASA MidRange Procurement Procedures. The order of magnitude for the procurement is between $1,000,000.00 and $5,000,000.00 and the effort shall be completed within 365 calendar days after notice to proceed. This procurement is a total small business set-aside. See Note 1. The North American Industry Classification System (NAICS) Code for the procurement is 236220. The corresponding size standard is $28,500,000.00. The anticipated release date of the RFO is on or about December 18, 2002, with an anticipated offer closing date of on or about January 23, 2003. The firm date for receipt of offers will be stated in the RFO. Bid packages containing specifications and drawings will be available at a nonrefundable cost of $100.00. Requests are to be forwarded to: NASA/GSFC, Sandra S. Savage, Code 210.W, Wallops Flight Facility, Wallops Island, VA 23337. Payment must be made in the form of a certified check, company check, or money order, made payable to "NASA", which must accompany the request. No personal checks or cash will be accepted. All QUALIFIED responsible sources may submit a bid which shall be considered by the agency. This synopsis is also an intent to synopsize the pre-solicitation notice. No telephone requests accepted. Collect calls not accepted. An ombudsman has been appointed -- See Note "B" as explained under NASA-SPECIFIC NUMBERED NOTES. The solicitation for this procurement will be available over the Internet. (Specifications and drawings are available in paper format only. See above ordering instructions.) These documents will be in Microsoft Office 2000 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
