- Description
- The Federal Highway Administration (FHWA) on the behalf of the National Highway Traffic Safety Administration (NHTSA) plans to negotiate a sole source purchase order with PAR Rome Research Corporation (PAR/RRC) to provide a users manual including source code documentation. The operation included in the manual will be tested and debugged before it is presented to the general public by PAR/RRC. NHTSA is currently directing a program, Intelligent Vehicle Initiative (IVI) to acquire operating data from commercial vehicles, i.e., tractor-trailers, with the primary intent of understanding how operators react and respond to the onset of potentially hazardous conditions. PAR/RRC has been supporting the IVI in the areas of vehicle data analysis and evaluation, and has developed a graphical data viewer tool to better visualize events and statistical data as recorded in the IVI database. PAR/RRC also has expert engineers with an in-depth knowledge and understanding of the program history, technical decisions, program objectives, data collections, equipments, and database structure for this project. PAR/RRC developed a unique set of software tools and methods, and the requisite knowledge base, as well as considerable data, software and technical approach critical to the IVI program advancement. PAR/RRC has a unique combination of experience, expertise and is the sole proprietor of the software required to complete the manual and therefore is the only known source available to prove the required support. All of these unique qualifications are vitally important in ensuring successful delivery of the manual and successful completion of this project. This is a Simplified Acquisition and the threshold is $100,000. The anticipated award date is December 18, 2002.
