Description
Project 502-03-104 Furnish all labor, material, tools and equipment necessary to perform asbestos abatement and disposal of asbestos containing material located in crawlspace of Building No. 8 at Department of Veterans Affairs Medical Center, Alexandria, Louisiana.=20 Work includes but not limited to asbestos abatement of approximately 1310 linear feet of asbestos containing pipe insulation. Remove approximately 2=92 x 4=92 x 135 linear feet of asbestos contaminated fiberglass air duct insulation. Remove all trash and debris in crawlspace and dispose of in accordance with EPA and Louisiana Department of Environmental Quality (Louisiana DEQ) requirements. From dirt floor area approximately 6154 square feet, remove top 6 inches of asbestos contaminated soil, level floor and pour a minimum of 2=94 thick concrete slab over abated soil area. If floor fails to meet EPA and Louisiana DEQ requirements for uncontaminated soil after removal of the top 6 inches, additional soil removal shall be accomplished as a change to the contract. Collection and analysis of soil samples and all personal and area monitoring required. At conclusion of work, area shall meet AHERA air clearance requirements for a clean area without the use of aggressive sampling techniques. All work to be done in strict accordance with plans, specifications and schedules. Cost range $25,000 to $100,000. Completion time 120 calendar days. Ninety calendar day proposal acceptance period required, award is subject to availability of funds. Solicitation documents will be made available not earlier than 12-26-02 and will be available for downloading from the website http://www.bos.oamm.va.gov/ or http://www.eps.gov/. =20 Offerors will need to click on Solicitation 502-19-03 to download the solicitation documents. Any amendments issued to this solicitation will also be available at this web address. Offerors are advised that they are responsible for obtaining amendments. Requests for paper copies of plans and specifications must be requested in writing to Contracting Officer or via fax (318) 483-5063, e mail requests not accepted. Negotiated award procedures to be made on price related factors, however, award may be made on basis of initial offers received. It should be noted that unsuccessful offerors are required to return bid documents or be prepared to reimburse the VA for their cost. NAICS Code 562910 applies.
