Description
This is a combined sources sought notice/pre-solicitation notice. The USDA/ARS intends to award a contract to Accelerys, Inc., 9685 Scranton Road, San Diego, CA 92121-3752 for the Wisconsin GCG Package including: Perpetual License for Unlimited users; SeqWeb for Wisconsin Package, unlimited users, annual license; SeqMerge for Wisconsin Package, unlimited users, annual license; and GIF Driver for Wisconsin Package software on a sole-source basis under the authority of 10 U.S.C. 2304(c)(1), if no other responsive, responsible sources are found. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to use Commercial Item procedures, FAR Part 12. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The software must provide a comprehensive set of sequence analysis tools including: sequence comparison, gene and open reading frame finding, motif searching (exact matching as well as similarity searching using hidden Markov models), secondary structure prediction, assembly of sequence into predicted contiguous sequences, restriction enzyme mapping, and identification of sequencing and PCR primers. The software must be capable of translation of nucleotide sequence into predicted amino acid sequence as well as back translation of amino acid sequences into most likely nucleotide sequences, and basic analysis of amino acid sequences including prediction of secondary structure, prediction of enzymatic digest fragments, prediction of molecular charge at a given pH, plotting hydrophobicity (linear and helical), prediction of leader sequences, transmembrane domains and other motifs. Graphical output of analyses is required. The software must be accessible both from command line and internet interfaces. The software must operate on PC-compatible computers running Windows 98 or higher. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. Mountain time on December 28, 2002.
