Description
This is a combined synopsis/solicitation notice for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotes(RFQ3006). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 01-10. This acquisition will be processed under Simplified Acquisition Procedures and is not a small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is 112990 and the small business size standard is .75 million dollars. The National Institute of Allergy and Infectious Diseases has a requirement to procure up to 25 genetically modified either knockout or knockin mice and vectors. In general terms, knockout mice are those mice in which a single gene of choice is inactivated or knocked out in a manner that leaves all other genes unaffected. Knockin mice are mice in which a specific, endogenous gene has been replaced by another specific gene. Access to genetically modified mice is crucial for the Division of Intramural Research to fulfill its mission to conduct and support research that strives to understand, treat, and ultimately prevent the myriad infectious, immunologic, and allergic diseases that threaten hundreds of millions of people worldwide. The successful contractor shall provide all necessary services and supplies to produce the genetically modified mice and vectors. The contactor shall provide the following. 1) Qualified personnel, materials, and facilities; 2) provide specific knockout or knockin mice based on constructs provided by the government (NIH); 3) provide the government with description of the quality control steps the contractor will perform on the construct prior to moving forward with the project; 4) generate knockout or knockin mice on either 129Sv/J, C57BL/6, or BALB/c background as requested by the NIH investigator; 5) provide conditional knockout or knockin mice if requested by NIH; 6) provide proof of a five year minimum track record for germ line transmission for C57BL/6 mice; 7) if requested make the construct to knockout a specific gene designated by the NIH investigator; 8) perform all genotyping and ES cell screening by southern blot analysis; 9) offer online, secure access to individual project data and results via secure web link; 11) provide systems in place to store all project data in a traceable electronic database to ensure optimal quality control throughout the entire project; 12) Provide an Assurance Certification on file and approved by the Office of Laboratory Animal Welfare; 13) maintain all mice in a barrier designed facility; 14) provide planned health surveillance and disease control programs to assure the production of animals with an acceptable health status for use as models in biomedical research. These programs shall be coordinated by a veterinarian with a minimum of two years training and experience in rodent colony health quality assurance. Organisms excluded from NIH/NIAID and recommended testing frequently for these organisms. Organisms to be excluded from the genetically modified knockout or knockin mice are outlined in Table 1(request a copy of this table 1 of excluded organisms by calling Steve Gunn via telephone number 301-402-2282); 15) provide assistance to the Project Officer and the NIH/NIAID Animal Care Branch to insure any mice arriving meets the health criteria established by NIH facilities for acceptance; 16) provide notification to the Project Officer as soon as it is determined that there is a disease problem within the colony. The government will retain the right to order or reject animals from the contractors colonies that have tested positive for any of the diseases entities listed in table 1 (A copy of Table 1 Excluded Organisms maybe requested by calling Steve Gunn via telephone number 301-402-2282), Ship the mice generated as requested to meet the needs of NIH/NIAID investigators. Mice shall be appropriately boxed and delivered conforming to all applicable regulations; 17) At the end of the project, the contractor will deliver genetically modified knockout or knockin mice that the contractor has demonstrated by Southern Blot analysis to be the specific genotype requested by the NIH/NIAID investigator. The individual NIH/NIAID investigator requesting genetically modified knockout or knockin mice will accept the finished product after analyzing all of the genotyping data provided by the contractor. The project will be deemed not to be complete until the investigator has made the analysis and stated acceptance in writing. FOB Point shall be Destination, inside delivery required to Rockville, 20852. This will be a fixed-price contract. The following Federal Acquisition Regulations provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors-Comercial Items; FAR 52.212-2 Evaluation-Commercial Items; FAR 52.212-3 Offerors Representations and Certifications; FAR 52.212-4 Contractor Terms and Conditions-Commercial Items; FAR 52.212-5 Contractor Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; FAR 52.225-3, Buy American Act also applies. Offerors must include with their offer a complete copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications-Commercial Items. The government intends to make an award to the responsible offeror whose offer is most advantageous to the government.
