Description: NA The U.S.Army Tank-automotive and Armaments Command (TACOM) is soliciting offers for a utility service provider (Offeror) to assume ownership, operation and maintenance of the potable water distribtuion system and wastewater collection system at the U.S. Ar my Tank-automotive and Armaments Command, Warren, Michigan. The Offeror shall furnish all necessary labor, management, supervision, permits, equipment, supplies, materials, necessary labor, transportation, and any other incidental services for the complet e ownership, operation, maintenance, repair, upgrades and improvements to both of these utility systems. Selection of an Offeror will be based on the best value determination consistent with evaluation factors described in Section M of the solicitation, e ntitled Evaluation Factor for Award. The Government is conveying the utility system infrastructures identified in this Request for Proposals. Concurrent with the conveyance of the utility system infrastructures the Government will acquire the following u tility services: potable water distribution and wastewater collection and treatment to replace the services currently provided by the Government. The conveyance of the utility systems and the acquisition of utility services are both subject to the terms and conditions of the request for proposals. The conveyance of the utility systems is authorized by and conducted under 10 USC Section 2688. The conveyance of the utility systems is not an acquisition and therefore is not subject to the FAR and its suppl ements. The acquisition of utility services is an acquisition and will be governed by the FAR and its supplements. The Government will only acquire utility services if it conveys the related utility system(s). The Government can only convey the utility system(s) if it determines that (1) the long-term economic benefit of the conveyance to the United States exceeds the long-term economic cost of the conveyance to the United States, and (2) the conveyance will reduce the long-term costs of the United State s for utility services provided by the utility system concerned. Award, if at all, will only be made by the duly authorized execution of the Easement and the utility service contract. The Detroit Arsenal currently uses the Government-owned facilities and resources to provide the water distribution utility services to the Installation. A pre-proposal conference is tentatively scheduled for 10:00 A.M., on 15 Jan 03 at the U.S. Army Tank-automotive Command, Warren, MI for the purpose of answering questions regarding this solicitation. No technical questions will be answered during the site tour. Anyone planning to submit a proposal is strongly encouraged to attend this conference. Reservations for the pre-proposal conference is mandatory. Due to security conditions, all offerors must pre-register to attend this confernce. The Government intends to issue this Request for Proposal through the use of the Internet. Only electronic submissions will be accepted.
