- NA The U.S. Army Tank-automotive and Armaments Command is soliciting offers for a utility service provider to assume ownership, operation and maintenance of the electrical distribution system infrastructure at the U.S. Army Tank-automotive and Armaments Comma nd, Warren, Michgian. The offeror shall furnish all necessary labor, managment, supervision, permits, equipment, supplies, materials, transportation, and any other incidental services for the complete ownership, operation, maintenace, repair, upgrades and improvements to this utility system. Selection of an Offeror will be based on the best value determination consistent with the evaluation factors described in Section M of the solicitation entitled Evaluation Factors for Award. The Government is conveyi ng the Detroit Arsenal's electrical distribution system infrastructure. Concurrent with the conveyance of the electrical distribution system infrastructure the Government will acquire electrical distribution service to replace the service currently provid ed by the Government. The conveyance of the utility ststems and the acquisition of the utility services are both subject to the terms and conditions of the request for proposal. The conveyance of the utility system is authorized by and conducted uner 10 USC Section 2688. The conveyance of the utility system is not an acquisition and therefore is not subject to the FAR and its supplements. The acquisition of the utility services is an acquisition and will be governed by the FAR and its supplements. The desired goal of this conveyance is to transfer all rights, title and interest of the United States in and to the electrical distribution system located at Detroit Arsenal. The Government will only acquire the electrical distribution service if it conveys the related utility ststem. The Government can only convey the utility system if it determines that (1) the long-term economic benefit of the conveyance to the United States exceeds the long-term economic cost of the conveyance to the United States, and ( 2) the conveyance will reduce the long-term costs of the United States for utility services provided by the utility system concerned. Award, if at all, will only be made by the duly authorized execution of the Easement and the utility service contract. A pre-proposal conference is tentatively scheduled for 10:00 A.M., on 15 Jan 03 at the U.S. Army Tank-automotive Command, Warren, MI, for the purpose of answering questions regarding this solicitation. No technical questions will be answered during the sit e tour. Anyone planning to submit a proposal is strongly encouraged to attend this conference. Reservations for the pre-proposal conference is mandatory. The Government intends to issue this Request for Proposal through the use of the Internet. Only el ectronic submissions will be accepted. All Offerors are required to check the U.S. Army TACOM Contracting Division web site daily to be notified of any changes to this solicitation.
