- NA The United States Army Corp of Engineers, Baltimore District, on behalf of the Defense Security Service (DSS), Office of Diversity Management, has a requirement for a contractor to provide an off the shelf software COTs product tracking system that has the capabilities for inputting, processing, tracking, managing and reporting on EEO complaint cases in compliance with EEOC MD 110 and 29 CFR PART 1614. This system must allow for up to five simultaneous users at two different work sites. The contractor must also provide any necessary technical support and program upgrades based on changes to the federal reugulations or reporting requirements. This RFI is to inform yo u that the U.S. Government requests Technical Submissions and intends to issue a GSA Federal Supply Schedule Delivery Order. Task 1 - EEO Complaint Database The contractor shall provide the DSS with a comprehensive EEO case management system with a broad range of capabilities for inputting, processing, tracking, managing, and reporting on EEO complaint cases in accordance with applicable federal requirements. This system must be accessible to DSS personnel at two or more work sites and have sufficient security features that would prohibit unauthorized access to the data. The following features must be included: - Generation of case numbers for new cases - Identification of all bases and issues for every case - Designation of legal statutes for each case - Assignment of EEO Counselor and EEO Specialist - Retention of Complainant's personal data (name, address, email, phone, representative, etc.) - Addition, deletion or completion of a processing event - Ability to attach documents to a case - Addition or edit of information on any claims related to the case - Inputting and tracking fees related to case - Distribution of partial or entire case information via email - Duplicating, closing, archiving, and re-activating a case - Tracking of investigative process, Alternative Dispute Resolution efforts, and all EEOC actions, such as hearings, appeals, and compliance reports - Completion of EEOC Form 462 report - Generation of case management and workload reports The contractor will develop the database in a platform that will allow for the transfer of existing data from the current DSS system (an Access database). Conversion instructions or assistance would be necessary. - Customization, Technical Support, and Training - The contractor must: Be capable of customizing or updating the system if needed to ensure full compliance with federal requirements or DSS specific needs. Provide onsite support during system installation, set-up, testing, and system certification and accreditation. Train all DSS system users, system administrators, and database administrators. Provide technical support by phone or on-line during normal business hours (Monday - Friday, 8:00 am - 6:00 pm EST)
