Description
NA STATEMENT OF WORK I. SCOPE. This Statement of Work (SOW) defines the effort required for a Nurse Methods Analyst to provide medical/surgical product identification, information, analysis, and technical characteristics in accordance with the detailed requirements identifie d in the rest of this Statement of Work. I.1. The contractor serves as the Supply Chain Services Consultant for the entire medical/surgical product line; performs total clinical product line management and provides professional technical advice to the Chief, Materiel Management Division and other Division Chiefs at the U.S. Army Medical Materiel Center (USAMMCE), Europe; reviews, defines, interprets, plans, and maintains medical/surgical stockage listings ensuring medical supplies are maintained and available for all Army, Navy, Air Force, and Sta te Department customers throughout Europe, Africa, and South West Asia. I.2. The contractor provides health-care facility customers with medical/surgical product information and technical characteristics. Through consultation with these customers, the contractor reviews Prime Vendor product lines to determine potential medica l/surgical product candidates for stockage at USAMMCE. (30%) I.3. The contractor ensures TAMMIS medical/surgical database reflects proper and current nomenclature, unit of issue, adequate substitutes, and pricing information. (30%) I.4. The contractor maintains currency in clinical specialty and keeps abreast of the latest medical product technologies; consults with external industry experts as well as DoD and USAEUR medical, surgical and nursing specialty consultants to ensure stoc ked medical/surgical product lines are state of the art, consistent with DoD policy, and will meet the needs of our customers. (20%) , I.5. The contractor provides product-use education and consultation services to the USAMMCE Medical/Surgical Item Managers to increase and improve their level of knowledge in the management of the medica/surgical product lines; assists in analyzing and tr ending product use information to assist Item Mangers with making informed data driven decisions on stockage levels, equivalent stock substitutions, and deletion determinations. (20%) I.6. The following qualifications/knowledge/skills are required to perform this job: - Knowledge and education as a licensed professional nurse with training in both inpatient and ambulatory care nursing procedures. - Knowledge of and ability to apply professional nursing principles, procedures, and techniques to manage and further assist in the enhancement of the USAMMCE Medical/Surgical product line. - Knowledge of and ability to use specialized medical/surgical equipment and supplies. - Ability to make rapid professional judgement on the proper use of medical/surgical products. - Ability to provide product line consultation to assist customers in making proper purchase decisions and whether or not requested products will meet the needs and requirements of the customer. - Knowledge and skill to gather, analyze, and evaluate information. - Skill in written and oral communication. I.7. The contractor works with the Chief, Materiel Management Division and/or the Chief, Clinical Support Branch who furnishes guidance on objectives, policies, and new or changed regulatory instructions. The contractor performs assigned duties with a hi gh degree of independence, identifies problem areas, and implements solutions. The contractor must exercise sound judgment in making crucial logistical decisions in order to adapt or adjust to program requirements. The contractor provides weekly updates on anticipated/actual controversies, and high profile programs and requirements. Work accomplishment is reviewed for effectiveness, results achieved, and compliance with appropriate instructions. I.8. Guidelines consist of standard reference materiel, regulations, directives, established,. clinical proto cols, precedent, and the principles of clinical management. Analytical methods contained in guidelines are not always directly applicable to the work situation, but precedents are generally available. The contractor must use judgment in choosing, interpret ing, and adapting guidelines to specific situations. I.9. The work generally involves dealing with problems and relationships of a procedural nature but requires an in-depth clinical knowledge to make appropriate product line decisions. The contractor studies the assignment at hand and selects the appropria te analytical technique or project management plan to complete the assignment. The project is monitored by the contractor to assure adherence to plans and attainment of goals. The contractor makes adjustments as necessary. I.10. Scope and Effect: The purpose of the work is to plan and carry out product line special projects and events that improve the efficiency and productivity of the organization or enable USAMMCE to stage meetings, conference, and training events that p romote the aims of management. I.11. Personal Contacts and Purpose of Contacts: Internal contacts are with co-workers, managers, supervisors, and representatives of serviced activities. Also included are contacts with external management officials, representatives of other military ac tivities, private industry officials in a structured setting. Contacts are to exchange information, coordinate activities, and gather basic information and data, provide recommendations, and explain requirements. I.12. Physical Demands: The work is generally sedentary. I.13. Work Environment: The work is performed in a typical office setting. I.14. Condition of Employment: Performance of duties requires a high degree of fluency in spoken and written English to effectively communicate with customers, industry officials, and internal contacts in order to produce correct technical correspondenc e, reports, and briefings. Performance of duties may require TDY travel by military and commercial transportation within Europe, Africa, Central Asia, Southwest Asia, and the United States.
