- NA The purpose of this effort is for the procurement of initial qualification and refresher aviator training for the EO-5B and RC-7B Airborne Reconnaissance Low (ARL) aircraft using the de Havilland-7 (DHC-7) full motion flight simulator. The Initial Qualifi cation training shall consist of academic training covering aircraft systems, crew coordination, and cockpit procedures; computer based instruction covering navigation systems, weather avoidance systems, electronic flight instrument system; and simulator f light task training. The Refresher Course will consist of ?left-seat? DHC-7 flight simulator covering ARL ATM 1000 series base tasks plus academic training. This announcement constitutes the intentions of Headquarters, US Army Intelligence and Security C ommand to enter into an award with FlightSafety International, Inc. on a sole source basis. FlightSafety International, Inc. is the only source for training with the DHC-7 simulator in the world, with flight simulator cockpit configuration matching the on e currently used in Army-owned ARL aircraft. Alternative services will not be considered. This NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The solicitation number is provided for identification purposes only. A determination by the Gov ernment to complete or not to compete this proposed effort will be based upon responses to this notice; however the decision is solely within the discretion of the Government. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 97-19. The associated Standard Industrial Classification (SIC) code is 8299. The solicitation consists of the following: CLIN 0001 EO-5B and RC-7B Aviator Initial Qualification Training; and CLIN 0002 EO-5 B and RC-7B Aviator Refresher Training. Only offerors who are registered in the Central Contractor Database are eligible for award (reference DFARS Clause 52.204-7004 or see web site http://ccr.edi.disa.mil). No PRODUCT SUBSTITUTIONS/EQUIVALENT SERVICES WILL BE ACCEPTED. All capability responses are due NLT Friday, 20 December 2002, 3:00 pm Eastern Daylight Savings Time, in the Directorate of Contracting Office, 8825 Beulah Street, Fort Belvoir, VA 22060-5246.
