- Description
- The National Marine Fisheries Service(NMFS) Pacific Islands Region is required to place Fisheries Observers on Hawaiian based Longline and Bottomfish vessels potential impact on endangered sea turtles, specifically loggerhead, olive ridley, leatherback and green turtles, seabirds, and marine mammals. NMFS seeks the assistance of a qualified Contractor to provide all services and supplies required to conduct a Fisheries Observer program in the Hawaii Pelagic Longline and Bottomfish Fisheries. The Contractor shall recruit, hire, and deploy Fisheries Observers and manage all logistical requirements associated with providing observer coverage. Hawaii Longline Observers will be deployed out of Hawaii and American Samoa. Bottomfish Observers will be deployed out of Hawaii. The Hawaii Longline and American Samoa Longline Observer coverage will be 20% and the Bottomfish Observer coverage will initially be 50%, but will drop to 20% or less depending on the results after the initial start-up. Where less than 100% coverage is mandated, the Contractor shall estimate total and observed fishing effort by continuously monitoring Longline and Bottomfish vessel activities. The Government anticipate awarding a fixed price contract with a base year and one option year. The contractor shall provide the following deliverables to the NMFS Southwest Region PIAO: Vessel Activity Records, Communications Log, Trip log (Observed Vessel Departures and Arrivals), Observer Data Files, Biological Specimens, Potential Violation Reports, Longline Observer Post-Cruise Questionnaire, Protected Species Cruise Summary, and Specimen Log. The contract shall have a basic performance period of one year, with one (1) one-year option period.
