- Description
- The Naval Sea Systems Command intends to award a Sole Source Cost-Plus-Incentive Fee/Cost-Plus-Award Fee requirement to The Boeing Company, 3370 Miraloma Avenue, Anaheim, CA., under authority from FAR 6.302. The Sole Source is justified under FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." The award is for the design, development, fabrication, and test of one Engineering Development Model (EDM) that has the Long-term Mine Reconnaissance System Pre-planned Product Improvements (LMRS P3I) incorporated into the baseline design. The award will be a modification to the existing contract N00024-00-C-6103 with The Boeing Company. The Navy originally competed the AN/BLQ-11 Long-term Mine Reconnaissance System (LMRS) Development, which was awarded to Boeing, Anaheim, CA on 1 November 1999. The LMRS P3I is intended to incre ase the performance of the baseline LMRS by providing precision bottom mapping capability, in-stride mine detection and avoidance capability, enhanced acoustic classification resolution, increased acoustic classification range, and improved data rate and/or range of acoustic link between host SSN and UUV. The current LMRS P3I requirement will be based on the Boeing System Critical Design. The LMRS program has successfully completed the Development Phase Critical Design Review (CDR), where a Product Baseline (PBL) was established and is presently conducting initial Developmental Testing. This PBL includes all the specifications, product drawings and commercial drawings required for production. The LMRS P3I will be required to meet nearly all LMRS System Requirements and over 80% of the PBL for LMRS can be reused in the LMRS P3I. In accordance with the Commander, Naval Sea Syste ms Command mandate for evolutionary acquisition and spiral development, all design efforts, documentation and plans presently completed or in process for LMRS in regards to performance, reliability, supportability, training, technical manuals, safety (including SUBSAFE certification), environmental compliance and total ownership cost (TOC)/life cycle costs (LCC) will be easily transferable or applicable to the LMRS P3I. The request for proposal is anticipated to be released in March 2003 with an anticipated contract award on or about in July 2003.*****
