Description
The following description modifies announcement No. 03SP810852, dated 12/12/02, and supersedes the previously submitted announcement description in its entirety. Note that other previously submitted information remains unchanged. The Bureau of Reclamation (Reclamation) intends to negotiate on a sole source basis with the Water Science and Technology Board of the National Research Council, Washington, D.C., to acquire a critical, objective evaluation of the national Desalination Research Roadmap, which will help Reclamation make desalination investment decisions. The roadmap will be used as a planning tool to facilitate science and technology investment decisions and as a management tool to help structure the selection of desalination research, development, and demonstration projects. This procurement is being conducted under the FAR Part 15 procedures. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Government believes that only one responsible source can provide the services that will satisfy the agency requirements. A Justification for Other Than Full and Open Competition has been prepared in support of this acquisition. Firms that believe they can provide the required services described above are encouraged to identify themselves and give written notification to the Contracting Officer. Firms that believing they can provide a similar required service must provide supporting evidence in sufficient detail to demonstrate the respondent's ability to meet the stated requirement. This notice is not a request for competitive quotes. All responses received within 15 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by FAX at (303) 445-6345, Attention: Carol White. Responses should include the firm's Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN). Firms should identify themselves as either small business, or other than small business, in accordance with the North American Industry Classification System (NAICS) 541710, which is 500 employees.
