- Description
- This is a combined synopsis/solicitation for commercial items prepared per the format in Subpart 12, as supplemented with additional information included this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number INL-1G3008 is a Request for Quote (RFQ). The Government intends to award a firm, fixed price contract for the acquisition of 15 each "commando-type" kayaks with accessories. The following Provisions and Clauses are incorporated into this RFQ by reference and are in effect through Federal Acquisition Circular 97-27. No addenda apply to these Provisions and Clauses. FAR 52.212-1, Instructions to Offerors ? Commercial Items, FAR 52.212-3, Offeror Representation and Certifications ? Commercial Items, FAR 52.212-4 Contract Terms and Conditions ? Commercial Items, FAR 52-212-5, Contract Terms and conditions required to Implement Statutes or Executive Orders-Commercial Items. No additional FAR clauses apply. The following provides the performance specifications: Folding boat - kayaks with easy, fast assembly capable of carrying 1 to 2 persons with all supplies, equipment, rations, etc. - total load capability up to 900 lbs. Kayaks must be capable of traversing all water types; must be black in color with an olive drab camouflage deck. Offerors shall include and price a suggested accessory list to include such items as packing bags, rudder assemblies, repair kits, lumbar support cushions, etc. Offerors will be evaluated on the following: a. Technical specifications of kayaks. Offerors should note that the Government requires kayaks to operate in a "stealth-type" manner, e.g. minimum noise signature. Offerors should include in their technical data, detailed information that supports this type of operation. This information should include specifics and examples such as previous contracts and contact information, so that the Government can verify the data. b. Types of accessories. (Award may be made on all or part of the suggested accessory list.) c. Delivery. The Government's operational requirements dictate that the delivery to the designated freight forwarder below must be on/before January 5, 2003. Offerors will be evaluated on their ability to meet the expedited delivery schedule. Items to be shipped FOB destination to Robertson Freight Forwarding Co. 4469 NW 97th Ave. Miami, Florida 33178; telephone 305-477-5548; fax 305-477-5435. The contractor will be required to coordinate delivery with the freight forwarder. Offerors shall state their standard warranty they offer in their response to the RFQ. Packaging, packing, and preservation shall be in accordance with best commercial practices to enable shipment to CONUS destination and onward shipment to Colombia without repacking or incurring damage during shipment and handling. Prices shall be FOB destination Miami. Award will be made to the lowest priced, technically acceptable offer. Offerors must complete SF 1449 and Representations and Certifications in accordance with FAR 52.212-3, Offeror Representation and Certifications ? Commercial Items.
